Off-Site Inspector
GENERAL PURPOSE
Inspects workmanship and materials used in a variety of
public works projects; and, ensures conformance with
plans, specifications, and departmental regulations.
SUPERVISION RECEIVED AND EXERCISED
Receive general supervision from the Civil Engineer.
Exercise no supervision.
ESSENTIAL DUTIES AND RESPONSIBILITIES
The duties listed below are intended only as
illustrations of the various types of work that may be
performed. The omission of specific statements of duties
does not exclude them from the position if the work is
similar, related or a logical assignment to this class.
• Reviews plans and specifications of assigned project
with construction supervisor; attends pre-construction
conferences
• Checks for construction permits; inspects materials
for identification as conforming to specifications
• Inspects various structures; such as, driveways,
streets, sidewalks, gutters, and other off-site
construction; check line, grade, size, elevation, and
location of structures for conformance with
specifications and regulations
• Performs field tests related to sewer and water lines
• Observes and inspects work during progress and upon
completion; performs re-inspections after completion;
issues stop work orders
• Indicates location of various as-builts on plans
• Inspects adjacent properties for damage from
construction activity
• Prepares a variety of activity records and reports
• Takes and prepares samples of materials for
examination or analysis by laboratories
• Records amounts of materials used and work performed;
prepares necessary reports for progress payments
• Coordinates work with contractors, property owners,
developers, and other City departments and utilities
• Confers with property owners regarding project
schedule, hazards, and inconvenience
• Schedules service interruptions with least
interference and least inconvenience to properties
• Performs survey work
• Performs related duties, as assigned
REQUIRED QUALIFICATIONS
High School Diploma or equivalent, supplemented by
specialized training in mathematics, civil engineering,
or a related field and two years of increasingly
responsible experience performing a variety of technical
engineering work, including some construction inspection
experience. Possession of, or ability to obtain, an
appropriate, valid Arizona driver's license.
Level I
Certification in Engineering Technologies (NICET)
required within one year of hire.
DESIRED QUALIFICATIONS
Extensive knowledge of the principles, methods,
materials, equipment, and safety hazards of construction
inspection. Defects and faults in construction.
Materials sampling and estimate procedures. Engineering
mechanics of structures. Applicable laws, regulations,
codes, and departmental policies governing the
construction of assigned projects. Basic elements of
electrical power services and controls.

Physical Demands
While performing the duties of this class, employees
regularly are required to sit; talk or hear, in person
and by telephone; use hands repetitively to finger,
handle, feel or equipment; and reach with hands or arms.
Employees are required to walk, kneel, stoop, climb and
stand and occasionally to lift up to 50 pounds, and/or
up to 20 pounds of force frequently, and/or up to 10
pounds of force constantly to move objects. Specific
vision abilities required by this job include close
vision, use of both eyes, ability to focus and to
distinguish basic colors and/or shades.
Mental Demands
While performing the duties of this class, employees
regularly are required to use oral and written
communication skills; read and interpret data,
information and documents; analyze and solve problems;
interact with the general public, contractors,
engineers, vendors, public agencies, employees and
others who may be encountered in the course of work.
Work Environment:
Position is subject to outside environmental conditions:
No effective protection from weather. Position may be
subject to extreme heat or cold for periods of more than
one hour. Position is subject to hazards: Proximity to
moving mechanical parts, electrical current, exposure to
chemicals, etc.
