Neighborhood Improvement
Specialist
GENERAL PURPOSE
Organize, direct and supervise the activities and
operations of the Neighborhood Pride and Tool Lending
Programs to preserve the integrity of residential areas
and promote a sense of community. Supervise volunteer
groups and staff involved in Neighborhood Pride
projects.
SUPERVISION RECEIVED AND EXERCISED
Receive general direction from the Neighborhood Services
Coordinator. May provide functional direction to
volunteer staff.
ESSENTIAL DUTIES AND RESPONSIBILITIES
The duties and responsibilities listed below are
intended only as illustrations of the various types of

Coordinate the work activities of volunteers and staff
involved in Neighborhood Pride projects
Maintain an inventory of supplies, materials and
equipment to ensure they are readily available for
upcoming projects
Identify code violations within a Neighborhood Pride
project area and coordinate with Code Compliance
Officers to ensure compliance
Prepare and maintain mailing lists, reproduce and mail
neighborhood newsletters and agendas and prepare a
variety of reports, correspondence and statistics
concerning the Neighborhood Pride program
Attend neighborhood meetings, facilitate discussion of
neighborhood problems/compliance issues and possible
solutions, and report citizen concerns to appropriate
city staff
Research funding sources and develop volunteer groups
for the Neighborhood Pride Program
Provide periodic updates of neighborhood issues and
activities as it pertains to the Neighborhood Pride
Program
Monitor expenditures from both City funds and
donations during the course of Neighborhood Pride
projects
Plan, organize and manage time to schedule, track and
complete activities and projects effectively
Coordinate multiple tasks and projects simultaneously
Interpret and apply relevant City codes and ordinances
Establish and maintain cooperative working
relationships with neighborhood representatives, city
officials, media representatives and the general public
Monitor Neighborhood Pride expenditures and supervise
the acquisition of donations
Attract and retain quality volunteer staff
Communicate effectively, both orally and in writing,
in a timely, accurate manner
Respond to and resolve inquiries and complaints from
citizen groups and the public.
Perform related duties as assigned.
REQUIRED QUALIFICATIONS:
High School Diploma or GED and one year of experience,
preferably in a municipal environment, in the following
areas: code enforcement, planning and zoning, or project
management. Proficiency in various computer software
including word processing, spreadsheets and databases.
Any combination of experience and training that would
likely provide the required knowledge and abilities is
qualifying. Possession of, or the ability to obtain, an
appropriate valid Arizona drivers license.
DESIRED QUALIFICATIONS:
Additional job-related training. A working knowledge of
effective leadership and motivational practices; code
enforcement function and of City codes, ordinances,
policies and procedures; division budget, neighborhood
services program needs, and available resources;
principles and procedures of recordkeeping; business
letter composition and basic report preparation.

Physical Requirements
While performing the duties of this class, employees are
regularly required to sit; talk or hear, in person and
by telephone; and to reach with hands and arms.
Employees are required to occasionally exert up to 20
pounds of force and lifting up to 50 70 pounds and the
use of arm/leg controls require exertion of forces
greater than that for Sedentary Work.
Mental Demands
While performing the duties of this class, employees
regularly are required to use oral and written
communication skills; read and interpret data,
information and documents; analyze and solve problems;
interact with the general public, contractors,
engineers, vendors, public agencies, employees and
others who may be encountered during the course of work.
