Facilities Specialist
GENERAL PURPOSE
Under direction, plans,
designs, coordinates and oversees projects involving the
construction, alteration and remodeling of City
facilities, structures and offices; and performs related
duties as required.
DISTINGUISHING CHARACTERISTICS
Incumbents of this class perform advanced technical
duties in planning, designing and coordinating
construction, remodeling, alteration and capital
improvement projects to City facilities, structures and
offices.
ESSENTIAL DUTIES AND RESPONSIBILITIES
The duties listed below are intended only as
illustrations of the various types of work that may be

Designs and develops detailed specifications and cost
estimates for remodeling, alteration and capital
improvement projects to City facilities, structures and
offices; utilizes computer-aided architectural and
design equipment (CAD) in preparing project plans and
specifications
Coordinates and inspects construction and/or
remodeling projects performed by City personnel and
contractors; ensures construction projects are performed
in compliance to specifications, contracts, cost
estimates and time schedules
Reads and interprets plans, drawings, specifications
and building codes to ensure work is performed according
to specifications, contracts and applicable laws and
codes; coordinates inspection work with Building Safety
personnel
Develops and utilizes query reports from database
files to track project costs and cost allocations;
prepares technical reports in an understandable format
Plans, organizes and leads facilities projects.
Coordinates project design work performed by outside
architects and engineers
Develops detailed specifications for the acquisition
of goods and services for the Facilities division
Consults with and advises City staff regarding
facilities construction, alteration and remodeling
REQUIRED QUALIFICATIONS
High school, or equivalent, supplemented by
college-level coursework in facilities planning or
closely related fields; and four years of increasingly
responsible facilities planning experience; or an
equivalent combination of training and experience. A
valid Arizona drivers license.
DESIRED QUALIFICATIONS
Extensive knowledge of applicable laws, codes and
regulations, including the Uniform Building Code and the
American Disabilities Act; procedures and methods used
in the requisition of materials and supplies;
architecture drafting methods, utilizing computer-aided
equipment and software; budgeting techniques;
techniques, materials and methods of construction;
mechanical applications of facilities equipment; utility
resource management and techniques; laws and regulations
pertaining to building maintenance activities;
statistical methods and applications for facilities;
preventative maintenance techniques and effectiveness
measurement; techniques and methods of research.

Physical Demands
While performing the duties of this class, employees are
regularly required to use hands to finger, handle, feel
or operate objects, tools, or controls and reach with
hands and arms. The employee frequently is required to
stand and talk or hear. The employee is frequently
required to walk; sit; climb or balance; stoop, kneel,
crouch, or crawl. The employee must frequently lift
and/or move up to 50 pounds and occasionally up to 100
pounds. Specific vision abilities required by this job
include close vision, distance vision, color vision,
peripheral vision, depth perception, and the ability to
adjust focus.
Mental Demands
While performing the duties of this class, employees are
regularly required to use written and oral communication
skills; read and interpret data, information and
documents; analyze and solve problems; use math and
mathematical reasoning; observe and interpret
situations; learn and apply new information or new
skills; work under deadlines with constant
interruptions; interact with City staff and other
organizations; and occasionally deal with dissatisfied
or quarrelsome individuals.
WORK ENVIRONMENT
The work environment characteristics described here are
representative of those an employee encounters while
performing the essential functions of this class.

The employee regularly works in outside weather
conditions. The employee frequently works near moving
mechanical parts, is exposed to wet or humid conditions
and vibration, and works in high, precarious places. The
employee is occasionally exposed to fumes or airborne
particles, toxic or caustic chemicals, and risk of
electrical shock. The noise level in the work
environment is frequently loud.
