Facilities Operations Technician

GENERAL PURPOSE
Perform a variety of highly skilled maintenance and repair activities involving the central plant operations and electronic systems of City buildings, structures and facilities.

SUPERVISION RECEIVED AND EXERCISED
Receive direction from the Facilities Technical Operations Supervisor or Facilities Maintenance Supervisor. May exercise functional or technical supervision over Building Maintenance Workers, Building Utility Workers, Custodians, and Contractors.

JOB OBJECTIVES
Perform a variety of highly skilled operation, maintenance, repair and calibration activities relating to various complex mechanical and electronic systems involved with environmental control of buildings, fire alarms, security, advanced audio-visual, communication, motor control, lighting control, etc.

ESSENTIAL DUTIES AND RESPONSIBILITIES
The duties listed below are intended only as illustrations of the various types of work that may be performed. The omission of specific statements of duties does not exclude them from the position if the work is similar, related or a logical assignment to this class.
• Provide high level of customer service to both internal and external customers.
• Operate complex systems including central plant Heating Ventilating and Air Conditioning, security and surveillance systems, fire alarms, chemical treatment and others as required.
• Calibrate complex systems including central plant HVAC, chemical treatment, and others as required.
• Perform preventative maintenance on mechanical and electronic components of complex multi-site systems.
• Install, troubleshoot and repair electrical, electronic, and mechanical problems in complex multi-site systems to component level.
• Perform water treatment in accordance with defined parameters for maximum performance of HVAC equipment.
• Monitor performance of contracted elements of HVAC systems.
• Perform refrigerant recovery according to EPA guidelines.
• Communicate clearly and concisely, through oral, written, and electronic means in a technical environment. Maintain appropriate reports, logs, and other documentation as required.
• Assist in the development of purchasing specifications for equipment, supplies, and services needed in central plant and electronic systems.
• Work independently without supervision.
• Locate, price and order replacement and additional parts and supplies for mechanical systems and other equipment as necessary.
• Perform related duties, as assigned.

REQUIRED QUALIFICATIONS
Associate’s Degree or credit hour equivalent from an accredited college, technical or trade school. Five years of highly skilled experience in the operation, maintenance, installation, and repair of chillers and other electronic components associated with HVAC central plant and other multi-site systems. Ability to operate Windows based personal computer and Microsoft Office Suite.  Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying.

REQUIRED LICENSE AND CERTIFICATION
Possession of EPA Universal Refrigerant Certification. Possession of a valid State of Arizona driver’s license.

DESIRED QUALIFICATIONS
Experience as a foreman or lead worker in related field.

BACKGROUND:
Ability to pass background check through the Federal Bureau of Investigation and Arizona Criminal Justice Information System, general physical examination and drug test, and limited polygraph examination.

Employees are required to walk, stoop, climb, stand, bend, twist, kneel and exert in excess of 100 pounds of force occasionally, and/or in excess of 50 pounds of force frequently, and/or in excess of 20 pounds of force constantly to move objects. Specific vision abilities required by this job include close vision, use of both eyes, ability to adjust focus and to distinguish basic colors and/or shades.

Mental Demands
While performing the duties of the this class, employees regularly are required to use oral communication skills; read and interpret data, information and documents; analyze and solve problems; interact with the general public, contractors, engineers, public agencies, employees , and others who may be encountered during the course of work.

WORK ENVIRONMENT

The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this class. The employee spends substantial time in the field and is subject to outside environmental conditions: No effective protection from weather. Position may be subject to extreme heat or cold for periods of more than one hour. Position is subject to hazards: Proximity to moving mechanical parts, electrical current, exposure to chemicals, etc. Position is subject to atmospheric conditions: Fumes, odors, dusts, mists, gases, or poor ventilation. Position is required to wear respirator to complete a portion of its position accountabilities. Position may be subject to confined space entry.
