Contract Officer
GENERAL PURPOSE
Under supervision, provides high-level professional
skills in the acquisition of complex technical
commodities, services and/or construction services; and
performs related duties as assigned. This is the
advanced journey-level class in the Contract Officer
series. A Contract Officer performs the more difficult
and responsible duties assigned to classes in this
series.
SUPERVISION RECEIVED AND EXERCISED
Receives direction from the Materials Management
Supervisor or from other supervisory or management
staff. May exercise direct supervision over buyers,
procurement specialists and/or storekeepers.
DUTIES AND RESPONSIBILITIES
The duties listed below are intended only as
illustrations of the various types of work that may be
performed. The omission of specific statements of duties
does not exclude them from the position if the work is
similar, related or a logical assignment to this class.
Plans, organizes, controls, integrates, schedules and
evaluates the work of assigned staff; develops,
implements and monitors work plans to achieve goals and
objectives; develops, recommends and monitors
performance against annual program budgets; provides
coaching for performance improvement and development;
supervises and participates in developing, implementing
and evaluating plans, work processes, systems and
procedures to achieve annual goals, objectives and work
standards
Prepares, solicits, receives, evaluates and recommends
award of bids, proposals and quotations. Oversees the
procurement process of bids and proposals including
preparation, opening, evaluation, negotiation, protest,
change orders, amendments, renewals and contract
administration; reviews and analyzes contracts for legal
requirements and compliance with city, state and federal
laws
Administers and monitors the receipt of services and
merchandise ordered; confirms agreed upon cost and
specifications are met; arranges for return of damaged,
defective or unacceptable merchandise
Assists City departments regarding product
specifications, pricing information and City purchasing
regulations
Evaluates and negotiates comprehensive contracts for
architectural and engineering services
Coordinates, maintains and updates computerized
purchasing functions
Maintains vendor lists and vendor performance records
Researches new products, existing product lines and
new areas for contracting
Participates in scheduled inventory and prepares
necessary reports as required
Understands and interpret principles, laws and
procedures related to procurement
Accurately maintains records and files; prepares
financial reports
Analyzes data and draws logical conclusions
Operates a computer and utilizes word processing and
spreadsheet software
Establishes and maintains cooperative working
relationships with those encountered in the course of
the work
Serves as a resource to other City departments or
governmental agencies concerning procurement matters.
REQUIRED QUALIFICATIONS
Bachelors degree with major course work in purchasing,
materials management, public administration or a related
field; and two years of responsible purchasing
experience at a level comparable to the Buyer; in-depth
knowledge of principles, practices, methods and
techniques of supervision; principles, methods and
techniques used for employee training; principles,
principles, methods and practices of budget preparation
and administration principles, practices, processes and
laws related to procurement; types of materials,
supplies and equipment commonly used in municipal
services; recordkeeping methods and procedures; basic
computerized data processing principles and proficiency
in word processing, spreadsheet and general computer
skills; or an equivalent combination of training and
experience.
DESIRED QUALIFICATIONS
Professional Public Buyer certificate issued by the
National Institute of Governmental Purchasing or C.P.M.

While performing the duties of this class, employees are

pounds. Specific vision abilities required by this job
include close vision, distance vision, depth perception,
color vision, and the ability to adjust focus.
Mental Demands
While performing the duties of this class, employees are
regularly required to use written and oral communication
skills; read and interpret data, information and
documents; analyze and solve complex problems; use math
and mathematical reasoning; perform work under changing,
intensive deadlines on multiple concurrent tasks; work
with constant interruptions; and interact with staff and
vendors.
