Construction Superintendent
Utilities Engineering Division
GENERAL PURPOSE
Under general direction, coordinates activities
associated with the construction of City buildings,
Utility Department Capital Improvement Program (CIP)
projects, and related facilities.
DISTINGUISHING CHARACTERISTICS
An incumbent in this class serves as a member of the
construction management team with broad authority over
assigned projects, participating in all phases of
construction from project planning to completion. The
emphasis on this classification is on quality control,
evaluation of change order requests and ensuring that
construction schedules are met.
SUPERVISION RECEIVED AND EXERCISED
Reports to Utilities Engineering Manager; exercises
supervision over the Blue Stake Crew.
ESSENTIAL DUTIES AND RESPONSIBILITIES
The duties listed below are intended only as
illustrations of the various types of work that may be

• Plans, organizes and manages time to track progress
and elements of assigned construction projects
effectively
• Serves as a member of the City construction management
team or Utilities Engineering team
• Participates in project construction development and
planning; attends weekly construction meetings
• Prepares and processes utility requests for
construction project
• Coordinates activities among entities involved in
construction projects and with City departments as
appropriate
• Represents the City regarding on-site construction
quality control and ensures coordination of utilities'
offsite work
• Reviews, makes recommendations concerning and
processes change order requests
• Reviews punch lists prepared by general contractors
and architects
• Assures construction specifications are met by general
contractors; notes deviations from project schedules and
costs and obtains explanation or justification from
contractors or others as appropriate
• Reviews, recommends and processes payment requests
from general contractors, architects and other entities
• Attends City Council and other meetings as required
• Maintains records and prepares various reports,
including charts, graphs or other representations as
required
• Communicates effectively, both orally and in writing
• Prepares or participates in the development of
construction and other budgets and monitors performance
against the approved budget
• Establishes and maintains effective working
relationships with coworkers, employees of other City
departments and outside entities, such as contractors,
architects, design engineers and other utilities
REQUIRED QUALIFICATIONS
High School Diploma or equivalent and a minimum of five
years of experience in construction contract
administration, facilities or water and wastewater
facilities and infrastructure construction at the level
of foreman or higher, building management, or related;
an Arizona Drivers license and ability to maintain
insurability under the City Vehicle Insurance Program.
DESIRED MINIMUM QUALIFICATIONS
Graduation from a college or university with a major in
civil engineering, construction, business
administration, management or a related field. Extensive
knowledge of the principles and practices of
construction management, building operation and
maintenance or utility infrastructure and facilities.

Physical Demands
While performing the duties of this class, employees
regularly are required to sit; talk or hear, in person
and by telephone; use hands repetitively to finger,
handle, feel or operate computers and other standard
office equipment; and reach with hands or arms.
Employees frequently are required to walk and stand and
occasionally to lift up to 50 pounds. Specific vision
abilities required by this job include close vision, use
of both eyes, ability to adjust focus and to distinguish
basic colors and/or shades.
Mental Demands
While performing the duties of this class, employees
regularly are required to use oral and written
communication skills; read and interpret data,
information and documents; analyze and solve problems;
use math and mathematical reasoning; learn and apply new
skills or information; perform highly detailed work on
multiple, concurrent tasks; work under changing
deadlines with frequent interruptions; work effectively
as a team member, alternating between differing roles
and assignments on a regular basis; and interact with
City managers, customers (end users), employees,
vendors, consultants and others encountered in the
course of work.
WORK ENVIRONMENT
The work environment characteristics described here are
representative of those an employee encounters while
performing the essential functions of this class.

The employee spends substantial time in field
construction conditions where noise levels are
consistent with such environments; when not in the
field, the employee works under typical office
conditions where the noise level is moderately quiet.
