Construction Projects Coordinator



GENERAL PURPOSE
Under general direction of the Facilities Construction Superintendent, performs highly skilled work of a professional construction manager related to the planning, design and construction of buildings; participates in the organization and review of City projects; consultant contract administration: and performs related duties as assigned.

DISTINGUISHING CHARACTERISTICS
This is an experienced level in the construction administration series. Incumbents are responsible for assigned tasks and projects, analysis, and general review of the work of consultants and technical staff. Some positions may have specific focus in electrical/mechanical components of construction projects.

ESSENTIAL DUTIES AND RESPONSIBILITIES

• Prepares construction documents, cost estimates and other necessary work for the completion of design projects as may be assigned
• Reviews designs, drawings, payment requests, and schedules prepared by consultants
• Serves as construction manager and construction administrator for CIP projects which may include: site visits and field inspections of projects under construction; RFI’s and Change Orders; pay requests: punchlists; observation and project closeout
• Evaluate and recommend electrical/mechanical system architecture
• Prepares reports and presentation materials for various boards, commission and City Council meetings and attends those meetings
• Represents the City department and division to various commissions, consultants, and City departments as may be assigned. Coordinates work with consultants and applicable city, county, state, and other agencies
• Responds to inquiries from the public
• Works cooperatively with other employees, customers, clients, and the public
• Assists other City departments on vertical construction and remodel projects. Participates in the preparation of elements of the City’s facility space planning program and capital improvement program. Makes recommendations on development proposals
• Represents the department and division at public meetings
• Confers with builders, engineers, contractors, architects, and the public concerning city development policies, procedures, interpretation and application of City master plans, polities, and conditions imposed on approved applications
• Participates in the writing and administration of grants, and insures compliance with funding stipulations.
• Plans, organizes, reviews, and evaluates assigned tasks; coordinates multiple projects (including the analysis, design, construction documents and cost estimates)
• Prepares reports and recommendations; interprets laws, policies, procedures, regulations, drawings, specifications, site and building plans, and other statistical data; prepare visual displays (such as maps, graphs, and statistical charts)
• Assists in the preparation of technical documents, reports, and correspondence; conduct analyses and make technical documents, reports, and correspondence; conduct analyses and make accurate recommendations based on study findings



REQUIRED QUALIFICATIONS

Graduation from a four-year college or university with a major in architecture, mechanical or electrical engineering, construction management or related field and three year’s experience in construction administration, or electrical/mechanical experience, procurement or Facilities operations experience. An equivalent combination of education and experience may substitute for education on a year for year basis. A valid Arizona driver’s license and the physical capability of operating vehicles safely on Public Street as well as off-road in a variety of desert terrain.

DESIRED MINIMUM QUALIFICATIONS
A degree in architecture, electrical/mechanical engineering, construction management, or a related field; evidence of increasing responsibility, management training, and experience is important; working knowledge of CADD and Project Management Software. Extensive knowledge of the principles, procedures, standards, practices, information sources and trends in the field of construction management as applied to preparation of designs, plans, specifications and cost estimates for projects. An understanding of public administration and the interrelationship between ordinances, policies, standards, procedures and practices associated with applicable federal, state, and local laws and regulations. Preference will be given to those applicants who have specific experience evaluating and recommending electrical/mechanical system architecture.

Specific vision abilities required by this job include close vision, color vision, and the ability to adjust focus.

Mental Demands
While performing the duties of this job, the incumbent is regularly required to use written and oral communication skills; read and interpret data, information and documents and solve complex problems; use math and mathematical reasoning; create and draw construction plans; perform highly detailed work under changing intensive deadlines, on multiple concurrent tasks; work with constant interruptions; and interact with officials and the public.


WORK ENVIRONMENT
The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this class.

The employee generally works under typical office conditions; the noise level is usually moderate. Frequently the incumbent will be subject to atmospheric conditions; fumes, odor, dust, mist; and field construction conditions where noise levels are consistent with that environment.
