Code Technician

 JOB OBJECTIVES 

Performs technical work in the support of City Codes and Ordinances; and provide support to Code Compliance staff related to public contact, research, report preparation and maintenance of case tracking systems.

SUPERVISION RECEIVED AND EXERCISED 

Receives general supervision from the Code Compliance Supervisor; incumbents in this position exercise no supervision. 

ESSENTIAL DUTIES AND RESPONSIBILITIES

The duties listed below are intended only as illustrations of the various types of work that may be performed.  The omission of specific statements of duties does not exclude them from the position if the work is similar, related or a logical assignment to this class.
 

  • Receive and screen telephone, personal visit and/or written complaints and inquiries on violations of codes and ordinances. 
  • Provide technical information to the public on provisions of the City Codes and Ordinances.
  • Research zoning, land use, property ownership, case histories and other evidence required for enforcement of applicable codes and ordinances.
  • Make inquiries of various sources including other city departments, public officials, outside agencies and companies to obtain information and/or services.
  • Prepare correspondence and management reports, including monthly statistical activity reports. 
  • Set up and maintain tracking systems pertaining to code violations, shopping cart retrieval, retail security of aerosol paints, and sign placement.
  • Retrieve and monitor shopping carts at City assigned impoundment location.
  • Monitor and maintain shopping cart retrieval logs, letters and vendors list.
  • Recycle or dispose of unclaimed shopping carts and signs that have been impounded.
  • Contact vendors, grocery store and retailers on displaced carts and their locations. 
  • Conduct field assignments as given by supervisor including, but not limited to, sign abatement, code violations, neighborhood sweeps and shopping cart retrieval.
  • Work with Election Officials and other sign owners on proper sign placement.
  • Inspect retailer’s security and control measures of all spray paints and broad tip marker.
  • Review sign/banner permit applications, lead in sign applications and plot plans for outdoor storage.
  • Support Code officers in their assigned areas with inspections and sign abatement. 
  • Perform related duties as assigned.

 

REQUIRED QUALIFICATIONS

High School Diploma or G.E.D. equivalent is required. One year of experience, in the following areas: code enforcement, planning and zoning, or extensive public contact. Knowledge of City Codes, ordinances, laws and regulations pertaining to zoning, environment, nuisance, building, health and safety; principals, practices, methods and techniques of code compliance;
 Must satisfactorily complete a background check and polygraph examination.

DESIRED QUALIFICATIONS

Experience using case tracking system software; experience in a in a municipal environment

Physical Demands
While performing the duties of this class, employees regularly are required to sit; talk or hear, in person and by telephone; use hands repetitively to operate equipment. Employees are required to walk, kneel, stoop, climb and stand and to exert in excess of 100 pounds of force occasionally, and/or in excess of 50 pounds of force frequently, and/or in excess of 20 pounds of force constantly to move objects. Specific vision abilities required by this job include close vision, use of both eyes, ability to adjust focus and to distinguish basic colors and/or shades.

Mental Demands
While performing the duties of this class, employees regularly are required to use oral communication skills; read and interpret data and information; analyze and solve problems; interact with the general public, contractors, engineers, vendors, employees and others who may be encountered during the course of work. 

WORK ENVIRONMENT

Position is subject to outside environmental conditions: No effective protection from weather. Position may be subject to extreme heat or cold for periods of more than one hour. Position is subject to noise and/or vibration. Work a flexible schedule;  Effectively respond to requests for information and provide assistance to the general public when appropriate;  Retain site specific field information and continuously update appropriate databases; Operate a vehicle and equipment in a safe and effective manner;  Use and operate hand tools, mechanical equipment and equipment required for the work in a safe and efficient manner;  Work safely and adhere to principles of safety when working near traffic or in other environments;   

Position is subject to hazards: Removing signs and shopping carts from intersections or high traffic areas. Requires safety equipment to be worn, reflective vest at all times, 

Position is subject to atmospheric conditions: Fumes, odors, dust,
