Civil Engineer (CIP)


GENERAL PURPOSE

This position will be assigned to the Engineering Department CIP Division and requires experience in the design of roadway, drainage and traffic signal infrastructure. Additionally, the position will assist in the development and interpretation of department policies and will implement the streets, drainage and traffic signal capital improvement program and provide technical support to operational divisions of the department. Under direction, performs complex professional engineering work in the research, design and construction of public works, streets, drainage and traffic signal projects; plans, coordinates, reviews and supervises the work of professional and technical staff; and performs related duties as assigned.

DISTINGUISHING CHARACTERISTICS

Incumbents of this class perform complex engineering assignments requiring the use of judgment and initiative in developing solutions to problems, interpreting policies, and determining work assignments. Civil Engineer differs from Associate Engineer in that the former class requires registration as a professional engineer and 5 years of responsible professional civil engineering experience.

ESSENTIAL DUTIES AND RESPONSIBILITIES

• Prepares plans and specifications for the construction of water, wastewater, streets, drainage and traffic signal engineering projects; researches and identifies project design requirements; performs complex calculations and prepares estimates of time and material costs
• Participates in the selection and supervision of private professional engineers for the development of plans and specifications, studies and reports; monitors work in progress to ensure compliance; maintains records of approved projects
• Assigns routine research, design and drafting tasks to technical subordinates; reviews completed work; assists in the solution of difficult problems.
• Develops revised design and construction standards for water, wastewater, streets, drainage and traffic signal projects
• Investigates field problems affecting property owners, contractors and maintenance operations
• Administers contracts for construction projects; issues construction permits
• Prepares special engineering studies and reports; prepares clear and concise drawings, maps, notes, correspondence and other written materials;
• Coordinates streets, drainage and traffic signal project activities with other departments and outside agencies
• Establishes and maintains cooperative working relationships with a variety of citizens, public and private organizations, contractors, architects, Boards, Commissions and City staff.

REQUIRED QUALIFICATIONS

Graduation from a four-year college or university with a degree in engineering or related field; and five years of responsible professional engineering experience. or an equivalent combination of training and experience; experience in the management of professional consultants and construction contractor’s; Certificate of registration as a Civil Engineer issued by the Arizona State Board of Registration for Civil and Professional Engineers; reciprocal qualifications from other states will be accepted, with registration issued by the Arizona State Board of Civil and Professional Engineers required within six months of hire; valid Arizona driver’s license.

DESIRED QUALIFICATIONS

Bachelor degree in Civil Engineering; Five years of responsible professional civil engineering experience including experience in municipal public works; Extensive knowledge of the theory, principles and practices of civil and structural engineering design and construction; principles and techniques of management and supervision, including goals and objectives development and work planning and organization; principles and practices of contract administration and project management and evaluation; principles, modern techniques and equipment used in design, construction and maintenance of various projects; strength, properties and uses of construction materials; legal guidelines for public works engineering; public relations; budget development and administration; grant funding application and administration; use of micro-computers.
