Buyer
GENERAL PURPOSE
Under supervision, assists in the purchasing of
consumable materials, supplies, services, construction
services and equipment; and performs related duties as
assigned.
DISTINGUISHING CHARACTERISTICS
This is the journey-level class in the Buyer series. A
Buyer is distinguished from the Senior Buyer by the
level of responsibility assumed and the complexity of
duties assigned. A Buyer performs the less difficult and
responsible duties assigned to classes in this series.
ESSENTIAL DUTIES AND RESPONSIBILITIES
The duties listed below are intended only as
illustrations of the various types of work that may be
performed. The omission of specific statements of duties
does not exclude them from the position if the work is
similar, related or a logical assignment to this class.
• Processes department and warehouse requisitions for
supplies and equipment as needed
• Purchases standard or small dollar consumable
materials maintained at the warehouse for City-wide use.
Secures price quotes, documents information, places
orders and follows through for purchasing assigned lines
of commodities and service
• Assists City departments regarding product
specifications, pricing information and City purchasing
regulations
• Coordinates, maintains and updates computerized
purchasing functions
• Maintains vendor lists and vendor performance records
• Verifies receipt of merchandise ordered; confirms
agreed-upon cost and specifications are met; arranges
for return of damaged, defective or unacceptable
merchandise
• Researches new products, existing product lines and
new areas for contracting
• Prepares, solicits, receives, evaluates, and
recommends in the development of invitations to bid and
proposals, as assigned
• Understands and interprets principles, laws and
procedures related to procurement
• Processes disposal forms and coordinates the
collection, sale and disposal of surplus property
• Participates in scheduled inventory and prepares
necessary reports as required
• accurately maintain records and files; prepare
financial reports; analyze data and draw logical
conclusions
• May serve as liaison with other City departments or
governmental agencies concerning procurement matters
• Operates a computer and utilizes word processing and
spreadsheet software
• Establishes and maintains cooperative working
relationships with those encountered in the course of
the work
REQUIRED QUALIFICATIONS
Associates degree from an accredited college or
university with major course work in purchasing,
materials management, public administration or a related
field; and two years of responsible purchasing
experience, preferably in a government setting; or an
equivalent combination of training and experience.
Proficient in word processing, spreadsheet and general
computer skills.
DESIRED QUALIFICATIONS
2 years purchasing experience in a government setting.
Professional Public Buyer certificate issued by the
National Institute of Governmental Purchasing or C.P.M.
issued by the National Association of Purchasing
Management. Knowledge of the principles, practices,
processes and laws related to procurement; types of
materials, supplies and equipment commonly used in
municipal services; recordkeeping methods and
procedures; basic computerized data processing
principles.

Physical Demands
While performing the duties of this class, employees are
frequently required to sit; talk or hear, both in person
and by telephone; use hands to finger, handle, feel or
operate standard office equipment; and reach with hands
and arms. The employee may regularly be required to walk
or stand and occasionally be required to lift up to 50
pounds. Specific vision abilities required by this job
include close vision, distance vision, depth perception,
color vision, and the ability to adjust focus.
Mental Demands
While performing the duties of this class, employees are
regularly required to use written and oral communication
skills; read and interpret data, information and
documents; analyze and solve complex problems; use math
and mathematical reasoning; perform work under changing,
intensive deadlines on multiple concurrent tasks; work
with constant interruptions; interact with staff and
vendors.
