Development Specialist
GENERAL PURPOSE
The City of Peoria Economic Development Department is
committed to increasing the number of jobs and tax revenues
to the City of Peoria. This is accomplished through
strategies aimed at attracting businesses and developers to
build or locate within the city. Specific targeted projects
include hospitals/healthcare, colleges/universities and
major corporate businesses. The Business Development
Specialist’s primary function is to develop and manage a
comprehensive marketing and business development program in
an effort to generate quality leads and prospects for the
City’s to achieve these goals and initiatives. Under general
direction, the Business Development Specialist will perform
professional marketing and business development including
the development of departmental and client driven marketing
materials (multi-media), client sales and outreach, business
and partner networking, client management, program
development and project management.
DISTINGUISHING CHARACTERISTICS
This position is in the professional class. Incumbents must
be fully competent to independently perform difficult
professional work in support of a department or City-wide
program. Assignments are typically received in broad,
outline form, and incumbents are expected to act
independently in developing applicable resources and
information. This position may perform supervisory duties
over administrative and/or technical staff.
ESSENTIAL DUTIES AND RESPONSIBILITIES
The duties listed below are intended only as illustrations

• Actively promote, utilizing an outside sales approach,
sites and opportunities within the City of Peoria that will
develop new quality office, industrial and retail projects.
• Solicit development proposals from private development
companies and businesses and analyze the feasibility of
these proposals for new office, industrial, retail and
redevelopment projects.
• Generate and manage leads and prospects by providing
prompt and accurate information, interacting with clients,
and managing prospects as a client to city liaison.
• Develop and implement comprehensive marketing strategies
that engage targeted businesses, commercial real estate
brokers and developers, site location consultants and
regional/state economic development partners in an effort to
locate quality businesses and development/redevelopment to
Peoria.
• Develop Quality marketing materials by gathering,
reviewing, compiling, analyzing and integrating complex data
and information including printed collateral materials,
marketing proposals and multi-media presentations.
• Create business promotional events in an effort to promote
Peoria to potential clients and client agents.
• Provide market research as needed by gathering and
processing client information.
• Develop and implement public relations strategy for
economic development related activities and projects that
promote economic development within Peoria. This involves
working with members of the news media, professional
publications and other promotional publications and outlets.
• Work with other city staff to develop strategies that
impact the city’s ability to attract and retain businesses
including incentive policies, infrastructure needs, business
process and business programs.
• Manage key located projects through the development
review/entitlement process
• Participate in the city’s existing business outreach
efforts to identify potential business/development expansion
projects.
REQUIRED QUALIFICATIONS
• Bachelor’s degree from an accredited four-year college or
university; and three years of professional experience in
marketing or a related field that requires similar skill
sets.
• Experience working with major corporate decision makers.
• A valid Arizona driver’s license may be required for some
assignments.
DESIRED QUALIFICATIONS:
Having knowledge of principles, practices and methods of
marketing, public relations and business development are
desired. Skills necessary include ability to analyze,
comprehend and interpret complex data and information,
develop creative written and oral content, develop and
maintain interpersonal relationships, and communicate at a
high level.

While performing the duties of this job, the employee is
regularly required to sit, stand and walk; talk or hear,

arms. The employee is occasionally required to lift or move
up to ten pounds and bend. Specific vision abilities
required by this job include close vision and the ability to
adjust focus.
Mental Demands
While performing the duties of this class, the incumbent is
regularly required to use written and oral communication
skills; read and interpret data, information and documents;
analyze and solve complex problems; use math/mathematical
skills; perform highly detailed work under changing,
intensive deadlines on multiple concurrent tasks; work with
constant interruptions; and interact with officials and the
public.
