BUILDING SAFETY SUPERVISOR
GENERAL PURPOSE
Under general direction, plans, lays out, supervises and
participates in a comprehensive municipal building
inspection and code enforcement program to ensure compliance
with federal, state and local building, housing and zoning
codes and ordinances; and performs related duties as
assigned.
DISTINGUISHING CHARACTERISTICS
This class is responsible for planning, coordinating,
reviewing and supervising the day-to-day activities of
technical staff in the Building Safety section. With
administrative direction and guidance from the Building
Safety Manager, the incumbent carries out responsibilities
and assignments that are broad in scope and require
considerable independent judgment on issues, which are
complex, interpretive and evaluative in nature. The work of
this class involves significant accountability and
decision-making responsibilities.
ESSENTIAL DUTIES AND RESPONSIBILITIES
The duties listed below are intended only as illustrations

• Plans, organizes, controls, integrates and evaluates the
work of assigned staff
• With staff, develops, implements and monitors work plans
to achieve goals and objectives;
• Contributes to the development of and monitors performance
against the section’s annual budget
• Supervises and participates in the development,
implementation and evaluation of plans, work processes,
systems and procedures to achieve annual goals, objectives
and work standards.
• Plans and evaluates the performance of assigned staff;
establishes performance requirements and personal
development targets; regularly monitors performance and
provides coaching for performance improvement and
development; recommends compensation and provides other
rewards to recognize performance; subject to management
concurrence, takes disciplinary action to address
performance deficiencies, in accordance with City personnel
rules, policies and labor contract provisions.
• Plans, coordinates, supervises and reviews the work of
Building Inspectors and related support staff engaged in the
enforcement of federal, state and local building, housing
and zoning codes and ordinances;
• Personally performs the more difficult and complex field
inspections. Analyzes and develops building inspection
programs and projects, and determines priorities and
scheduling;
• Estimates personnel, resources, and time required for
program and project completion.
• Prepares complete, accurate and concise written technical
reports and correspondence.
• Monitors and keeps informed of current trends in the
building inspection and code enforcement field, evaluates
their impact on departmental operations and recommends
policy and procedural improvements.
• Confers with personnel from other departments and agencies
in carrying out responsibilities
• Meets with professionals, citizens and organizations to
encourage action or resolve problems related to department
work activities and programs.
• Interprets the department’s functions, policies and plans
to boards, commissions, community groups, contractors,
homeowners and the public.
• Advises others on departmental issues;
• Assembles necessary resources to solve a broad range of
programmatic and service delivery problems.
• Assists in the preparation of new City ordinances and
codes and the revision of existing ordinances and codes.
Ensures the proper administration and enforcement of the
City’s building, zoning, housing, and related safety codes.
In the absence of the Building Safety Manager, approves
building permit extensions and issues Certificates of
Occupancy.
• Responsible for carrying out the City’s safety program;
ensures subordinates follow safety practices in work methods
and procedures; enforces proper safety procedures while
working in hazardous situations
• Educates employees on rules, regulations, codes, safe work
habits and potential hazards presented by their work.
REQUIRED QUALIFICATIONS
High school diploma or G.E. D. equivalency, supplemented by
college-level coursework in building safety technology,
engineering, architecture, or a closely related field; five
years of increasingly responsible professional experience in
building inspection, construction administration and related
activities, including supervision and standards development
or an equivalent combination of training and experience; a
valid Arizona driver’s license; ICC certification as a
Combination Inspector
DESIRED QUALIFICATIONS
Knowledge of local government organization and the functions
and practices of a municipal building safety and inspection
program; principles and practices of public administration,
including budgeting, goals and objectives development;
ability to operate a computer and related applications that
pertain to the work

deadlines, on multiple concurrent tasks; work with constant
interruptions; and interact with officials and the public,
including occasionally dissatisfied or quarrelsome
individuals.
WORK ENVIRONMENT
The work environment characteristics described here are
representative of those an employee encounters while
performing the essential functions of this class. Reasonable

employee regularly works in outside weather conditions and
is occasionally exposed to wet or humid conditions,
vibration, airborne particles, toxic or caustic chemicals,
