                                        Building Inspector


GENERAL PURPOSE

Perform a variety of building inspection duties at various stages of construction, alteration, and repair.

DISTINGUISHING CHARACTERISTICS

This is the entry/journey level class in the Building Inspector series. Incumbents of this class enter performing the more routine Building Inspector duties under close supervision. However, as experience is gained, incumbents are expected to perform with increasing independence.

SUPERVISION RECEIVED AND EXERCISED

Receive general supervision from management staff. May exercise functional and technical supervision over less experienced personnel.

ESSENTIAL DUTIES AND RESPONSIBILITIES

The duties listed below are intended only as illustrations of the various types of work that may be performed. The omission of specific statements of duties does not exclude them from the position if the work is similar, related or a logical assignment to this class.

• Makes field inspections of residential buildings during various stages of construction and remodeling to assure compliance with applicable codes and regulations of the City, County, State, and Federal agencies
• Performs complex inspection duties in trade specialties; such as, plumbing, electrical, mechanical, and structural
• Ascertains conformance International Residential Code, and pertinent provisions of State and County health and environmental ordinances
• Inspects concrete, masonry, wood framing, light-gauge steel framing, drywall, plastering, plumbing, heating and electrical installations, and a large variety of other complex and routine building system elements; checks stud, joist, rafter spacing, lateral resistance elements, and other structural members factors; examines grade, quality, and treatment of lumber, concrete, masonry and light gauge steel; assures proper and safe installations of routine and complex building systems
• Confers with architects, contractors, builders, and the general public in the field and office; explains and interprets requirements and restrictions
• Keeps records and prepare reports in computer software system
• Coordinates inspection activities with other City departments and divisions
• Makes field reviews of plans and specifications
• Assists in the conduct of zoning and general land use and code enforcement inspection work as assigned
• Makes arithmetical computations rapidly and accurately
• Maintains and clean assigned vehicles
• Performs related duties, as assigned


REQUIRED QUALIFICATIONS

High School Diploma or equivalent. Two years of experience in the building construction field as a journey level plumber, electrician, carpenter, or related crafts person. Possession of, or ability to obtain, an appropriate, valid Arizona driver’s license; Possession of ICC Residential Building and Electrical certifications within one year.

DESIRED QUALIFICATIONS

Additional specialized training in the building trades or a related field. Knowledge of accepted safety standards and methods of building construction; applicable building and related codes and ordinances enforceable by the City; specifically International Residential Code; principles and techniques of building inspection work.

Physical Demands:
While performing the duties of this class, employees are regularly required to sit; talk or hear; use hands repetitively to finger, handle, feel or operate equipment and to reach with hands and arms. Employees are required to walk, kneel, stoop, climb and stand and to exert up to 100 pounds of force occasionally and/or 50 pounds of force frequently, and/or up to 20 pounds of force constantly and/or up to 10 pounds of force constantly to move objects. Specific vision abilities required by this job include close vision, use of both eyes, ability to adjust focus and to distinguish basic colors and/or shades.

Mental Demands
While performing the duties of this class, employees regularly are required to use oral communication skills; read and interpret data, analyze and solve problems; interact with the general public, public agencies, employees and others who may be encountered during the course of work.

The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this class.

Position is subject to outside environmental conditions: No effective protection from weather; Position may be subject to extreme heat or cold for periods of more than one hour; Position is subject to hazards: Proximity to moving mechanical parts, electrical current, exposure to chemicals, etc.
