GENERAL PURPOSE
Under direction, performs a
variety of routine to moderately difficult
professional-level civil engineering work in the
research, design and construction of public works and
water and wastewater capital improvement and
construction projects; and performs related duties as
assigned.
DISTINGUISHING CHARACTERISTICS
Associate Engineer is the
journey-level, non-registered engineering class in this
series. Under direction, incumbents are responsible for
performing a variety of civil and hydraulic engineering
activities which involve selecting and applying routine
to difficult engineering techniques in the design of
public works, water and wastewater systems and
facilities.
ESSENTIAL DUTIES AND
RESPONSIBILITIES
The duties listed below are

Reviews and prepares routine to difficult
engineering plans, specifications and legal
contracts; prepares and evaluates project
engineering studies
Coordinates engineering projects between
contractors and the City. Writes specifications,
prepares plans and work orders, and calculates cost
estimates for various engineering projects
Administers and enforces City codes and standards
on engineering projects. Performs plan checks to
ensure contractor compliance with City
specifications
Provides engineering support for construction
work in progress, including field investigations, to
ensure compliance with approved plans,
specifications and standards. Coordinates
engineering design projects with other departments
and agencies
Performs complex engineering calculations
Supervises and performs field survey work.
Assigns routine research, design and drafting tasks
to technical support staff; reviews submittal/ shop
drawings; assists in the solution of difficult
drafting and design problems
Checks and analyzes environmental impact reports
Prepares assigned special engineering studies,
cost estimates, correspondence, records, files and
reports
Analyzes materials and design data submitted to
the City
Administers contracts for construction projects
Develops revised design and construction
standards for public works, water and wastewater
structures facilities, and appurtenances
May act as project engineer for small expansion
and/or refurbishment projects designed in-house and
by consulting engineers; generates preliminary
design reports; drafts specifications; establishes
progress schedules and serves as liaison between the
City, contractors, consultants and other agencies;
monitors design projects progress
Communicates effectively, orally and in writing
Establishes and maintains effective working
relationships with those encountered in the course
of the work
REQUIRED QUALIFICATIONS
Bachelor’s Degree in civil
engineering; and three years of responsible experience
in the design and management of public works and
utilities projects; or an equivalent combination of
training and experience; valid Arizona driver’s license.
DESIRED QUALIFICATIONS
E.I.T. certificate issued by the
State of Arizona; extensive knowledge of the theory,
principles and practices of civil engineering design and
construction; principles of physics and mathematics
applicable to civil engineering; principles and
techniques of project management; principles, modern
techniques and equipment used in design, construction
and maintenance of various public works and public
utility projects; strength, properties and uses of
construction materials; legal guidelines for public
works engineering; public relations; micro-computer
applications pertaining to the work, including word
processing, spreadsheet analysis, computer-aided
drafting and design and hydraulic modeling.

engineers, contractors and the public.
