Assistant to the City Manager
GENERAL PURPOSE
This is a management position which performs responsible
administrative work carrying out the direction of the city
manager and deputy city managers on a wide range of
municipal administrative issues; assists the city manager in
working with departments towards the achievement of
departmental objectives and the objectives of the city
government as a whole; advises the city manager on the
determination of program needs, the preparation and
presentation of proposals for consideration of City Council,
and the implementation of approved programs.
SUPERVISION RECEIVED AND EXERCISED
The position is supervised by the city manager and provides
administrative support and receives general direction from
the city manager and three deputy city managers.
Exercises considerable initiative and independent judgment
within one or more assigned areas of responsibility; may
exercise direct supervision over assigned administrative,
professional, technical, and/or clerical staff.
ESSENTIAL DUTIES AND RESPONSIBILITIES
The duties listed below are intended only as illustrations
of the various types of work that may be performed. The
omission of specific statements of duties does not exclude
them from the position if the work is similar, related or a
logical assignment to this class.
• Works with the city manager, deputy city managers,
department directors, and employees of the city to plan,
organize, and implement city-wide programs and projects on
matters affecting assigned areas of responsibility
• Briefs the city manager on matters of concern and presents
program proposals for approval and submission to the City
Council; serves as a member of the city’s management team
• Meets and corresponds with various community,
professional, business and other groups relating to city
projects, issues, and programs
• Serves as a representative of the management team during
labor negotiations with employee bargaining groups
• Assists in reviewing and editing the City Council meeting
agenda and interfaces with City Clerk’s Department staff on
City Council agenda packet; advises city manager, deputy
city managers, and City Clerk as necessary on issues related
to the City Council agenda
• Demonstrates continuous improvement efforts relating to
operations, customer service turnaround times, streamlining
of work processes, and works to provide quality seamless
customer service. Oversees customer service/citizen requests
for services, citizen complaints, and administers Tell Us
How We Are Doing comment cards, and other assigned programs
• Responsible for budget development and monitoring for the
City Manager’s Office and other divisions as requested.
Coordinates budget development with the city manager, deputy
city managers, and Budget Office staff. Attends and presents
the proposed City Manager’s Office budget to the City
Council at budget study sessions
• Assists in the development and logistics of agendas and
coordination of arrangements for management and city council
retreats and special activities. Assists the city manager in
drafting, monitoring, and updating the City Council’s Twelve
Month Policy Agenda and other important reports and
documents
• Undertakes special projects for the city manager and/or
deputy city managers including studies and chairing
taskforces as required
• Meets with members of the City Council on projects and
issues; regularly attends City Council meetings; prepares
staff reports and presents reports at council meetings and
study sessions
• Reviews results of major studies and coordinates the
preparation of reports and recommendations
• Represents the city at regional and community meetings as
assigned
• Establishes effective working relationships with elected
officials, management staff, city employees, citizens, and
members of community groups
• Interpret rules and regulations and makes decisions in
accordance with established policies
• Resolves municipal problems through available city
programs resources
• Analyzes a variety of administrative, operational, and
fiscal issues and makes sound recommendations for solutions
• Develop working procedures and programs
• Performs a broad range of supervisory responsibilities
over assigned staff
• Communicates with customers, clients, employees, and the
public in face-to-face, one-on-one settings and in-group
settings
• Produces written documents with clearly organized thoughts
with proper sentence construction, punctuation, and grammar
REQUIRED QUALIFICATIONS
Masters Degree, or active enrollment in a Masters Degree
program in Public Administration, Business Administration,
or a related field. Five years of increasingly responsible
administrative or administrative management experience
working in municipal government or other related and
responsible position. Experience resolving complex issues in
collaboration with elected officials, managers, special
interest groups, citizens and employees. Knowledge of
principals and practices of public administration and
municipal government, to include principles underlying the
laws and regulations. Knowledge of research methods and
techniques; methods of report preparation and presentation.
ADDITIONAL REQUIREMENTS
Physical Requirements:
Exerting up to 10 pounds of force occasionally and/or
negligible amount of force frequently to move objects;
involves sitting most of the time.
Work Environment:
Position is typically office or administrative work and is
not substantially exposed to adverse environmental
conditions.
