Title: Utilities Operations Manager

 FLSA Status: Exempt

BRIEF DESCRIPTION:

The purpose of this position is to manage utility operations, which could include water and wastewater treatment, SCADA systems, control room operations, water distribution, and/or wastewater collection.  This is accomplished by scheduling and assigning tasks and activities, developing and implementing strategic plans, supervising upgrades, construction and maintenance, developing and managing budgets, and working on customer service programs.  Other duties include maintaining safety rules and regulations, developing and administering contracts, completing inspections, and responding to on call requests and customer inquiries.

Manages staff by planning and prioritizing tasks, ensuring policy and procedure compliance, recommending changes and adjustments, and monitoring staff performance and development.

Prepares and administers the annual budget by forecasting expenditures, presenting proposals for approval, authorizing payments and monitoring expenditures for recommended adjustments.

Monitors compliance activities by reviewing permitting processes, reviewing local, state and federal requirements, developing reports, reviewing data, inspecting facilities and equipment, recommending design criteria, and working with outside agencies.

JOB REQUIREMENTS:

-Description of Minimum Job Requirements-

Formal Education

Work requires broad knowledge in a general professional or technical field.  Knowledge is normally acquired through four years of college resulting in a Bachelor's degree or equivalent.

Experience

Over five years up to and including seven years experience.

Supervision

Work requires managing and monitoring work performance of a division including evaluating program/work objectives and effectiveness, establishing broad organizational goals and realigning work and staffing assignments for the department.

Human Collaboration Skills

Recommendations regarding policy development and implementation are made and/or recommended.  Evaluates customer satisfaction, develops cooperative associations, and utilizes resources to continuously improve customer satisfaction.

Freedom to Act

The employee normally performs the duty assignment according to his or her own judgment, requesting supervisory assistance only when necessary. Special projects are managed with little oversight and assignments may be reviewed upon completion. Performance reviewed periodically.

Technical Skills

Skilled: Work requires a comprehensive, practical knowledge of a technical field with use of analytical judgment and decision-making abilities appropriate to the work environment of the organization.

Budget Responsibility

Position has major fiscal responsibility.  Makes significant contribution to major financial decisions within the department.  Responsible for major financial decisions within the department.  Decisions may influence budget requests and departmental goals and objectives.  Monitors budget plan, and adjusts work activity as necessary.

Reading

Intermediate - Ability to read papers, periodicals, journals, manuals, dictionaries, thesauruses, and encyclopedias. Ordinarily, such education is obtained in high school up to college. However, it may be obtained from experience and self-study.

Math

Intermediate - Ability to deal with system of real numbers; practical application of fractions, percentages, ratios/proportions and measurement. Ordinarily, such education is obtained in high school up to college. However, it may be obtained from experience and self-study.

Writing

Intermediate - Ability to write reports, prepare business letters, expositions, and summaries with proper format, punctuation, spelling, and grammar, using all parts of speech.  Ordinarily, such education is obtained in high school up to college. However, it may be obtained from experience and self-study.

Valid driver's license, ADEQ Grade IV Certification in Water and Wastewater Treatment or Grade IV Water Distribution and Wastewater Collection
