Title: Senior Real Property Administrator

 FLSA Status: Exempt

BRIEF DESCRIPTION:

The purpose of this position is to acquire and dispose of property, and track owned property. This is accomplished by identifying needs, estimating acquisition costs, contacting and negotiating with property owners, acquiring property rights, coordinating with outside agencies as appropriate, coordinating the condemnation process, and managing consultant work.  Other duties include developing and revising policies and procedures, preparing documents for acquisition and acceptance of property, and supervising and training property management agents.

Acquires property by identifying needs, researching ownership, estimating values, contacting owners, requesting funding authorizations, and coordinating efforts with citizens, departments and elected officials.

Maintains records by managing files and data, and overseeing entry of real estate data.

Responds to inquiries by conducting research, working with outside agencies and departments, identifying and resolving issues and problems, and reviewing plans and proposed projects.

Supervises staff by assigning daily tasks and activities, establishing procedures and guidelines, evaluating assigned tasks, and attending meetings.

JOB REQUIREMENTS:

-Description of Minimum Job Requirements-

Formal Education

Work requires broad knowledge in a general professional or technical field.  Knowledge is normally acquired through four years of college resulting in a Bachelor’s degree or equivalent.

Experience

Over five years up to and including seven years of experience.

Supervision

Work requires supervising and monitoring performance for a regular group of employees or department including providing input on hiring/disciplinary actions and work objectives/effectiveness, performance evaluations, and realigning work as needed. A first line supervisor typically performs these functions.

Human Collaboration Skills

Decisions regarding implementation of policies may be made.  Contact may involve support of controversial positions or the negotiation of sensitive issues or important presentations.  Contacts may involve stressful, negative interactions with the public requiring high levels of tact and the ability to respond to aggressive interpersonal interactions.

Freedom to Act

The employee normally performs the duty assignment according to his or her own judgment, requesting supervisory assistance only when necessary. Special projects are managed with little oversight and assignments may be reviewed upon completion. Performance reviewed periodically.

Technical Skills

Skilled: Work requires a comprehensive, practical knowledge of a technical field with use of analytical judgment and decision-making abilities appropriate to the work environment of the organization.

Budget Responsibility

Position has moderate fiscal responsibility. May be responsible for the billing, collection and/or accounting of funds. May be responsible for the handling and balancing of cash.

Reading

Advanced - Ability to read literature, books, reviews, scientific or technical journals, abstracts, financial reports, and/or legal documents.  Ordinarily, such education is obtained in at the college level or above. However, it may be obtained from experience and self-study.

Math

Intermediate - Ability to deal with system of real numbers; practical application of fractions, percentages, ratios/proportions and measurement. Ordinarily, such education is obtained in high school up to college. However, it may be obtained from experience and self-study.

Writing

Advanced - Ability to write editorials, journals, speeches, manuals, or critiques.  Ordinarily, such education is obtained in at the college level or above. However, it may be obtained from experience and self-study.

Certification &
Other Requirements

Valid driver's license.  Senior Designation from the International Right-of-Way Association or ability to obtain within six (6) months.
