Title: Senior Human Resources Consultant

 FLSA Status: Exempt

BRIEF DESCRIPTION:

The purpose of this position is to plan, organize, and provide services and leadership in one or more assigned areas in the Human Resources Department, coordinate with first line supervisors, management and other Human Resources staff regarding complex human resource issues.  This is accomplished by advising staff on human resource issues, conducting and managing investigations of employee complaints and recommending sound resolution strategies, managing recruitment processes, and analyzing and developing internal employee regulations and policies in accordance with all local, state and federal regulations.

Advises first line supervisors, management and employees by identifying and resolving human resources issues which could include employment, compensation, benefits, training or employee relations; coordinating survey data, executing studies, assisting with workforce planning including organizational design and job specifications, finalizing and presenting complex survey data, preparing reports and recommendations, distributing information, reviewing and recommending recruitment strategies, coordinating candidate selection, validating testing, investigating employee complaints, and identifying training opportunities.

Investigates and resolves employee or employee organization complaints by working with parties involved, providing training, mediation or other intervention strategies, coordinating investigations with City Attorney’s office, researching pertinent policies, regulations, and laws, recommending options and facilitating problem resolution.

Manages recruitment process by receiving, reviewing and approving recruitment criteria for departments, validating department candidate selection to ensure qualified candidates are selected, making job offers, coordinating and assisting with assessment centers for management position, and developing and implementing EEO and diversity oriented programs.

Plans and supervises subordinates on program specific and/or daily tasks and activities, establishing procedures and guidelines, evaluating assigned services, coaching for performance improvement and recommending personnel actions.

Recommends policies and procedures by researching best practices, interviewing staff and management, assessing needs, utilizing flow charts, developing information, and presenting changes and/or recommendations to management.

JOB REQUIREMENTS:

-Description of Minimum Job Requirements-

Formal Education

Work requires broad knowledge in a general professional or technical field.  Knowledge is normally acquired through four years of college resulting in a Bachelor's degree or equivalent.

Experience

Over three years up to and including five years experience.

Supervision

Work requires supervising and monitoring performance for a regular group of employees or division within a department including providing input on hiring/disciplinary actions and work objectives/ effectiveness, performance evaluations, and realigning work as needed.  A first line supervisor typically performs these functions.

Human Collaboration Skills

Recommendations regarding policy development and implementation are made and/or recommended.  Evaluates customer satisfaction, develops cooperative associations, and utilizes resources to continuously improve customer satisfaction.

Freedom to Act

The employee normally performs the job by following established standard operating procedures and/or policies.  There is a choice of the appropriate procedure or policy to apply to duties.  Performance reviewed periodically.

Technical Skills

Skilled: Work requires a comprehensive, practical knowledge of a technical field with use of analytical judgment and decision-making abilities appropriate to the work environment of the organization.

Budget Responsibility

Position has limited fiscal responsibility.  May assist in the collection of data in support of recommendations for departmental budget allocations.  May monitor division or program/project level budget and expenditures.

Reading

Advanced - Ability to read literature, books, reviews, scientific or technical journals, abstracts, financial reports, and/or legal documents.  Ordinarily, such education is obtained in at the college level or above. However, it may be obtained from experience and self-study.

Math

Intermediate - Ability to deal with system of real numbers; practical application of fractions, percentages, ratios/proportions and measurement. Ordinarily, such education is obtained in high school up to college. However, it may be obtained from experience and self-study.

Writing

Advanced - Ability to write editorials, journals, speeches, manuals, or critiques.  Ordinarily, such education is obtained in at the college level or above. However, it may be obtained from experience and self-study.
