Title: Senior Civil Engineer

 FLSA Status: Exempt

BRIEF DESCRIPTION:

The purpose of this position is to design, review and manage infrastructure, development side and public improvement projects, participating in the preparation and execution of capital improvement plans, act as liaison to outside agencies, administer contracts, and to address citizen concerns.  This is accomplished by reviewing plans and specifications, designing solutions, expansion, construction or relocation projects, coordinating with developers, contractors, consultants, the public and departments, developing plans and specifications, participating in consultant selection, coordinating inspections, and monitoring budgets.  Other duties include negotiating fees, managing field operations, preparing grants, and completing special projects.

Manages projects by preparing statements of work and project scopes, prepares project estimates working with consultants, verifying calculations, finalizing recommendations, processing contract documents, coordinating work with other departments and agencies, monitoring project progress, inspecting work, modifying designs, ensuring code compliance, recommending payments, and closing out projects.

Coordinates work with outside agencies by establishing and maintaining working relationships, developing interagency agreements, prioritizing joint projects, attending meetings, coordinating work statements, and responding to inquiries.

Completes reporting requirements by developing formats and reports, maintaining project status information, developing and publishing calendars, and providing information to the public.

Researches new methods and maintains professional development by participating in meetings and conferences, developing new methods and procedures, incorporating new systems and work elements, and attending training

Prepares budgets by forecasting projects and expenditures, presenting proposals for approval, preparing estimates, authorizing payments, and monitoring expenditures for recommended adjustments.

Monitors code compliance by reviewing drawings and designs for compliance, and meeting and coordinating with other agencies, staff, consultants and other project stakeholders to determine project scope of work and requirements.

Prepares letters, memos, specifications and reports by communicating with the general public, other local, state and federal employees, vendors, management, consultants and contractors through the project study, design, and approval processes.

Resolve construction field problems by visiting sites to understand scope of problem, interpreting construction drawings and specifications, and conveying and coordinating solutions.

JOB REQUIREMENTS:

-Description of Minimum Job Requirements-

Formal Education

Work requires broad knowledge in a general professional or technical field. Knowledge is normally acquired through four years of college resulting in a Bachelor’s degree or equivalent.

Experience

Over seven years up to and including nine years experience.

Supervision

Work requires the occasional direction of helpers, assistants, seasonal employees, interns, volunteers or temporary employees.

Human Collaboration Skills

Decisions regarding implementation of policies may be made. Contact may involve support of controversial positions or the negotiation of sensitive issues or important presentations.  Contacts may involve stressful, negative interactions with the public requiring high levels of tact and the ability to respond to aggressive interpersonal interactions.

Freedom to Act

The employee normally performs the job by following established standard operating procedures and/or policies.  There is a choice of the appropriate procedure or policy to apply to duties.  Performance reviewed periodically.

Technical Skills

Advanced: Work requires advanced skills and knowledge in approaches and systems, which affect the design and implementation of major programs and/or processes organization-wide. Independent judgment and decision-making abilities are necessary to apply technical skills effectively.

Budget Responsibility

Position has moderate fiscal responsibility.  Makes recommendations toward fiscal decisions within the department. May be responsible for the billing, collection and/or accounting of funds.   May be responsible for the handling and balancing of cash.

Reading

Advanced - Ability to read literature, books, reviews, scientific or technical journals, abstracts, financial reports, and/or legal documents.  Ordinarily, such education is obtained in at the college level or above. However, it may be obtained from experience and self-study.

Math
