Title: Rio Vista Manager

 FLSA Status: Exempt

BRIEF DESCRIPTION:

The purpose of this position is to oversee the Recreation Center and all associated activities and programs.  This is accomplished by scheduling and assigning tasks, creating reports and marketing materials, compiling data overseeing maintenance schedules, participating in the hiring process, and responding to requests and inquiries.  Other duties include developing community partnerships, overseeing volunteer activities, and participating on boards and committees and represents the recreation division in the absence of the Recreation Manager.

Oversees the recreation facility by updating and recommending policies and procedures, inspecting facility for operational and maintenance needs, monitoring program activities, monitoring scheduling of the Recreation Center and Park, responding to inquiries, developing communications and marketing materials, and coordinating activities with staff, departments, contractors and vendors.

Manages staff by planning and prioritizing tasks, ensuring policy and procedure compliance, recommending changes and adjustments, conducting training, and monitoring staff performance and development.

Prepares and administers the annual budget by forecasting revenues and expenditures, presenting proposals for approval, authorizing payments and monitoring expenditures for recommended adjustments.

Oversees programs and activities by reviewing current program effectiveness, promoting safety activities, researching trends and demographics, supervising marketing materials, and reviewing goals and objectives.

Supervises external communications by interacting with the media, creating and producing marketing materials, working with community based organizations, serving as liaison to committees, creating community partnerships, and overseeing mentoring projects.

JOB REQUIREMENTS:

-Description of Minimum Job Requirements-

Formal Education

Work requires broad knowledge in a general professional or technical field.  Knowledge is normally acquired through four years of college resulting in a Bachelor's degree or equivalent.

Experience

Over three years up to and including five years experience.

Supervision

Work requires supervising and monitoring performance for a regular group of employees or division within a department including providing input on hiring/disciplinary actions and work objectives/ effectiveness, performance evaluations, and realigning work as needed.  A first line supervisor typically performs these functions.

Human Collaboration Skills

Recommendations regarding policy development and implementation are made and/or recommended.  Evaluates customer satisfaction, develops cooperative associations, and utilizes resources to continuously improve customer satisfaction.

Freedom to Act

The employee normally performs the duty assignment according to his or her own judgment, requesting supervisory assistance only when necessary. Special projects are managed with little oversight and assignments may be reviewed upon completion. Performance reviewed periodically.

Technical Skills

Skilled: Work requires a comprehensive, practical knowledge of a technical field with use of analytical judgment and decision-making abilities appropriate to the work environment of the organization.

Budget Responsibility

Position has moderate fiscal responsibility.  Makes recommendations toward fiscal decisions within the department. May be responsible for the billing, collection and/or accounting of funds.   May be responsible for the handling and balancing of cash.

Reading

Advanced - Ability to read literature, books, reviews, scientific or technical journals, abstracts, financial reports, and/or legal documents.  Ordinarily, such education is obtained in at the college level or above. However, it may be obtained from experience and self-study.

Math

Intermediate - Ability to deal with system of real numbers; practical application of fractions, percentages, ratios/proportions and measurement. Ordinarily, such education is obtained in high school up to college. However, it may be obtained from experience and self-study.

Writing

Advanced - Ability to write editorials, journals, speeches, manuals, or critiques.  Ordinarily, such education is obtained in at the college level or above. However, it may be obtained from experience and self-study.
