Title: Library Manager

 FLSA Status: Exempt

BRIEF DESCRIPTION:

The purpose of this position is to manage and direct all activities and operations of the division.  This is accomplished by developing and administering goals, objectives and performance measures, preparing and presenting budgets, forecasting and monitoring revenues and expenditures,  researching, recommending, purchasing and managing all collection and material acquisitions, increasing community participation, coordinating activities with internal departments and outside agencies and officials; and providing reports to management, boards and commissions, and elected officials.  Other duties include assisting with board activities, interacting with library patrons and representing the library to boards and organizations.

Manages operations by developing, recommending and implementing policies conforming to the library’s mission, goals and objectives, overseeing division workloads, managing programming activities, responding to requests for information, overseeing strategies and approaches for automation and preparing and presenting reports.

Manages staff by planning and prioritizing tasks, ensuring policy and procedure compliance, recommending changes and adjustments, and monitoring staff performance and development.

Develops and presents the annual division budget and goals and objectives by reviewing expenditures and programs, forecasting revenues and expenditures, pursuing grant opportunities, calculating program costs related to new collection materials, and implementing budgetary adjustments as appropriate.

Assists with board and commission activities by liaising with members, developing and presenting information, participating on committees and task groups, and preparing documents for management and elected officials.

JOB REQUIREMENTS:

-Description of Minimum Job Requirements-

Formal Education

Work requires specialized knowledge in a professional or technical field.  Work requires professional level of knowledge of a discipline equivalent to that which is acquired in a Masters degree-level of study.

Experience

Over five years up to and including seven years experience.

Supervision

Work requires managing and monitoring work performance of a division including evaluating program/work objectives and effectiveness, establishing broad organizational goals and realigning work and staffing assignments for the department.

Human Collaboration Skills

Recommendations regarding policy development and implementation are made and/or recommended.  Evaluates customer satisfaction, develops cooperative associations, and utilizes resources to continuously improve customer satisfaction.

Freedom to Act

The employee normally performs the duty assignment according to his or her own judgment, requesting supervisory assistance only when necessary. Special projects are managed with little oversight and assignments may be reviewed upon completion. Performance reviewed periodically.

Technical Skills

Skilled: Work requires a comprehensive, practical knowledge of a technical field with use of analytical judgment and decision-making abilities appropriate to the work environment of the organization.

Budget Responsibility

Position has major fiscal responsibility.  Makes significant contribution to major financial decisions within the department.  Responsible for major financial decisions within the department.  Decisions may influence budget requests and departmental goals and objectives.  Monitors budget plan, and adjusts work activity as necessary.

Reading

Advanced - Ability to read literature, books, reviews, scientific or technical journals, abstracts, financial reports, and/or legal documents.  Ordinarily, such education is obtained in at the college level or above. However, it may be obtained from experience and self-study.

Math

Intermediate - Ability to deal with system of real numbers; practical application of fractions, percentages, ratios/proportions and measurement. Ordinarily, such education is obtained in high school up to college. However, it may be obtained from experience and self-study.

Writing

Advanced - Ability to write editorials, journals, speeches, manuals, or critiques.  Ordinarily, such education is obtained in at the college level or above. However, it may be obtained from experience and self-study.
