Human Resources Director
FLSA Status: Exempt
BRIEF DESCRIPTION:
The purpose of this position is to
direct the activities and operations of the Human Resources
Department. This is accomplished by developing and
implementing programs relating to employment law, local
policy and procedure, recruitment, employee and labor
relations, training and development, compensation, and
benefits. Other duties include ensuring compliance with all
local, state and federal regulations.

Provides leadership and direction
to departments and management by managing staff,
planning and prioritizing tasks, formulating and
ensuring policy and procedure compliance, recommending
changes and adjustments, overseeing strategic planning
initiatives, conducting research, reviewing legislation
and court rulings, overseeing the preparation,
presentation and administration of the annual budget,
and monitoring staff performance and development. |

directing assessment centers, maintaining compensation
plans, directing training programs, participating and
directing employee recognition activities, facilitating
enhancements to the Human Capital Management Technology
Program, and managing all records retention activities. |

employee actions by providing direction and support
during employee relations discussions, referring to
established policies and procedures, addressing areas of
concern, coordinating workers’ compensation issues,
counseling management on performance expectations and
actions, and mediating employee disputes. |

oversight of the compensation plans and employee
benefits management program by creating and updating
current pay plans, researching and analyzing
compensation practices, evaluating and classifying
positions, researching, recommending and administering
employee medical, dental, life, and retirement programs,
coordinating with employees and/or consultants, and
presenting information and options to management and
employees. |

REQUIREMENTS:

Formal Education |
Work requires broad knowledge in a
general professional or technical field. Knowledge is
normally acquired through four years of college
resulting in a Bachelor's degree or equivalent. |

Experience |
Over seven years up to and
including nine years experience. |
|
Supervision |
Work requires managing and
monitoring work performance of a department including
evaluating program/work objectives and effectiveness,
establishing broad organizational goals and realigning
work and staffing assignments for the department. |
|
Human Collaboration Skills |
Final decisions regarding policy
development and implementation are made and/or
recommended. Interaction with others outside the
organization requires exercising participative
management skills that support team efforts and quality
processes. |
|
Freedom to Act |
The employee normally performs the
duty assignments within broad parameters defined by
general organizational requirements and accepted
practices. End results determine effectiveness of job
performance. |

Technical Skills |
Advanced: Work requires advanced
skills and knowledge in approaches and systems, which
affect the design and implementation of major programs
and/or processes organization-wide. Independent judgment
and decision-making abilities are necessary to apply
technical skills effectively. |

Budget Responsibility |
Position has City-wide fiscal
responsibility. Assures that appropriate linkages exist
between budget, funding limitations and service levels,
to meet specific departmental and organizational goals.
Monitors progress toward fiscal objectives and adjusts
plans as necessary to reach them. |

Reading |
Advanced - Ability to read
literature, books, reviews, scientific or technical
journals, abstracts, financial reports, and/or legal
documents. Ordinarily, such education is obtained in at
the college level or above. However, it may be obtained
