Financial Services Manager
FLSA Status: Exempt
BRIEF DESCRIPTION:
The purpose of this position is to
manage, direct and supervise the activities of the financial
services division of the Finance Department. This is
accomplished by managing and coordinating activities of the
general ledger accounting, capital assets, payroll, and
accounts payable. Other duties include completing special
projects as assigned.

implementing division goals and work plans, establishing
schedules and deadlines, participating in the

and evaluating work products and conducting staff

evaluation of personnel, establishing strong
communication with other departments, assisting
departments with financial assistance of programs and

procedure training, and ensuring resources are available
to departments on financial issue and concerns. |

director by reviewing and providing recommendations on
financial and policy analysis reports, enforcing city
ordinances, charter and resolutions concerning fiscal
and budgetary regulations, providing support to boards,
commissions, community and staff, and preparing and
presenting council reports. |

administration of policies, procedures, internal
controls and performance measures, analyzes financial
condition and prepares reports and audits by
recommending, implementing and administering policies
and internal controls |

Analyzes and monitors the city's
financial condition, manages the preparation of
financial reports and audits, financial information
systems and coordinates special studies and analyses by
recommending financial improvements, monitoring
operating and capital budgets, participating in the
preparation of financial plans, researching and
monitoring economic indicators managing and coordinating
the preparation of financial reports, records and
audits, interpreting and implementing new accounting
standards, ensuring compliance with accounting
standards, implementing technology, providing project
management to coordinate and implement financial
systems, preparing statements and other documents for
city bond offerings, and conducting studies and reports. |

REQUIREMENTS:

Formal Education |
Work requires broad knowledge in a
general professional or technical field. Knowledge is
normally acquired through four years of college
resulting in a Bachelor's degree or equivalent. |
|
Experience |
Over five years up to and including
seven years experience. |
|
Supervision |
Work requires managing and
monitoring work performance of a division including
evaluating program/work objectives and effectiveness,
establishing broad organizational goals and realigning
work and staffing assignments for the department. |
|
Human Collaboration Skills |
Recommendations regarding policy
development and implementation are made and/or
recommended. Evaluates customer satisfaction, develops
cooperative associations, and utilizes resources to
continuously improve customer satisfaction. |
|
Freedom to Act |
The employee normally performs the
duty assignment according to his or her own judgment,
requesting supervisory assistance only when necessary.
Special projects are managed with little oversight and
assignments may be reviewed upon completion. Performance
reviewed periodically. |
|
Technical Skills |
Advanced: Work requires advanced
skills and knowledge in approaches and systems, which
affect the design and implementation of major programs
and/or processes organization-wide. Independent judgment
and decision-making abilities are necessary to apply
technical skills effectively. |

Budget Responsibility |
Position has major fiscal
responsibility. Is responsible for department-wide
financial decisions. Assures that appropriate linkages
exist between budget requests and departmental goals and
objectives. Monitors budget plan, and adjusts as
necessary. |

Reading |
Advanced - Ability to read
literature, books, reviews, scientific or technical
journals, abstracts, financial reports, and/or legal
documents. Ordinarily, such education is obtained in at
the college level or above. However, it may be obtained
from experience and self-study. |

Math |
Advanced - Ability to apply
fundamental concepts of theories, work with advanced
mathematical operations methods, and functions of real
and complex variables. Ordinarily, such education is
obtained in at the college level or above. However, it
