Title: Environmental Program Manager

 FLSA Status: Exempt

BRIEF DESCRIPTION:

The purpose of this position is to manage the environmental and industrial user activities for the Utilities Department and ensure water regulatory compliance with all local, state and federal requirements and to ensure the safety and public health of water services, which includes wastewater treatment compliance.  This is accomplished by designing and implementing sampling schedules, ensuring permits are accurate and appropriate, managing cross connection and pretreatment programs, overseeing lab operations and compliance, managing the budget process, participating in planning, and developing relationships with departments and outside agencies.  Other duties include participating on committees and task forces.

Manages staff by planning and prioritizing tasks, participating in the hiring process, ensuring policy and procedure compliance, recommending changes and adjustments, and monitoring staff performance and development.

Prepares and administers the annual budget by forecasting expenditures, presenting proposals for approval, authorizing payments and monitoring expenditures for recommended adjustments.

Complies with all regulations by developing sampling schedules, ensuring sampling is completed, reviewing reports, responding to inquiries and requests, submitting licensure paperwork, validating procedures, interacting with regulatory agencies negotiating public notices and commenting on proposed rules and regulations.

Supervises the cross connection program by providing software and personnel resources, ensuring program meets requirements, providing guidance for compliance, and overseeing program review and upgrades.

Serves customers by responding to requests and inquiries, designing and developing literature, collaborating with universities on research activities, and working with college students.

JOB REQUIREMENTS:

Formal Education

Work requires broad knowledge in a general professional or technical field.  Knowledge is normally acquired through four years of college resulting in a Bachelor's degree or equivalent.

Experience

Over five years up to and including seven years experience.

Supervision

Work requires managing and monitoring work performance of a division including evaluating program/work objectives and effectiveness, establishing broad organizational goals and realigning work and staffing assignments for the department.

Human Collaboration Skills

Recommendations regarding policy development and implementation are made and/or recommended.  Evaluates customer satisfaction, develops cooperative associations, and utilizes resources to continuously improve customer satisfaction.

Freedom to Act

The employee normally performs the job by following established standard operating procedures and/or policies.  There is a choice of the appropriate procedure or policy to apply to duties.  Performance reviewed periodically.

Technical Skills

Skilled: Work requires a comprehensive, practical knowledge of a technical field with use of analytical judgment and decision-making abilities appropriate to the work environment of the organization.

Budget Responsibility

Position has moderate fiscal responsibility.  Makes recommendations toward fiscal decisions within the department. May be responsible for the billing, collection and/or accounting of funds.   May be responsible for the handling and balancing of cash.

Reading

Advanced - Ability to read literature, books, reviews, scientific or technical journals, abstracts, financial reports, and/or legal documents.  Ordinarily, such education is obtained in at the college level or above. However, it may be obtained from experience and self-study.
