Title: Contract Officer

 FLSA Status: Exempt

BRIEF DESCRIPTION:

The purpose of this position is to administer city contracts, which may include capital improvements, alternative project delivery methods, master plans and other studies.  This is accomplished by completing advanced procurement activities, ensuring best practices are followed, evaluating contracts and methods, and acting as the contract point of contract.  Other duties include serving on committees and working with outside agencies and organizations.

Oversees the contract procurement process by training staff on policies and procedures, understanding alternate delivery methods, assisting with reports and presentations to departments, management and elected officials, ensuring contract compliance, establishing policies and procedures, identifying scopes of work and specifications, and reviewing proposed expenditures.

Ensures best practices are followed by maintaining knowledge of all local, state and federal requirements, researching procurement methodologies, recommending improvements, developing solicitations and contracts, and developing evaluation processes and criteria.

Administers the procurement process and contracts by preparing solicitations, reviewing responses for compliance, distributing documents for review committees, scheduling and facilitating committee meetings, ensuring compliance, negotiating contracts, attending pre-construction and kickoff meetings, analyzing change requests, identifying and resolving issues, and reviewing and/or preparing information for elected official approval.

Educates employees and the public on procurement processes by facilitating public meetings, mentoring and training other agencies, meeting with staff, departments, vendors and contractors, generating training materials, and ensuring continuous improvement of practices and methods.

Acts as point of contact by monitoring contract performance, interacting with developers, improvement districts and others, securing emergency contracts, and acting as an additional resource.

JOB REQUIREMENTS:

-Description of Minimum Job Requirements-

Formal Education

Work requires broad knowledge in a general professional or technical field.  Knowledge is normally acquired through four years of college resulting in a Bachelor's degree or equivalent.

Experience

Over three years up to and including five years experience.

Supervision

Work requires the occasional direction of helpers, assistants, seasonal employees, interns, volunteers or temporary employees.

Human Collaboration Skills

Work may require providing advice to others outside direct reporting relationships on specific problem or general policies.  Contacts may require the consideration of different points of view to reach agreement.  Elements of persuasion may be necessary to gain cooperation and acceptance of ideas.

Freedom to Act

The employee normally performs the job by following established standard operating procedures and/or policies.  There is a choice of the appropriate procedure or policy to apply to duties.  Performance is reviewed periodically.

Technical Skills

Skilled: Work requires a comprehensive, practical knowledge of a technical field with use of analytical judgment and decision-making abilities appropriate to the work environment of the organization.

Budget Responsibility

Position has no fiscal responsibility.

Reading

Advanced - Ability to read literature, books, reviews, scientific or technical journals, abstracts, financial reports, and/or legal documents.  Ordinarily, such education is obtained in at the college level or above. However, it may be obtained from experience and self-study.

Math

Intermediate - Ability to deal with system of real numbers; practical application of fractions, percentages, ratios/proportions and measurement. Ordinarily, such education is obtained in high school up to college. However, it may be obtained from experience and self-study.

Writing
