Title: Chief Assistant City Attorney

 FLSA Status: Exempt

BRIEF DESCRIPTION:

The purpose of this position is to provide legal services to elected officials, management, city departments and boards and commissions.  This is accomplished by advising on legal questions and procedures, drafting and reviewing ordinances, contracts and related legal documents, representing the city, providing alternative approaches to solving problems, reviewing and commenting on legislation, representing the city in legal proceedings, and preparing a variety of documents.  Other duties include directing internal litigation proceedings, participating in budget development, managing staff, and completing special projects as assigned.

Advises on legal issues by researching questions, drafting and reviewing documents, representing the city at meetings, providing alternative approaches to problems, reviewing and commenting on legislation, preparing legal opinions, interpreting legislation, and negotiating on issues.

Assists in the management of programs, employees, finances, technology and facilities by supervising prosecutions and in house litigation, managing staff, participating in budget preparation and monitoring, overseeing technology needs, overseeing employee committees and special projects, and participating in developing facility needs.

Acts in the absence of the city attorney by providing legal advice on substantive issues and procedural questions at meetings, provides input on city issues, resolving concerns and issues, reviewing and drafting documents, and responding to legal questions from employees, departments and elected officials.

Represents the city in civil litigation, administrative proceedings and criminal cases by preparing and conducting discovery, trials and settlements, representing the city in court, preparing briefs, presenting oral arguments and representing the city in misdemeanor criminal cases.

JOB REQUIREMENTS:

-Description of Minimum Job Requirements-

Formal Education

Work requires specialized knowledge in a professional or technical field. Work requires professional level knowledge of a discipline equivalent to that which is acquired in a Masters degree-level of study or appropriate certification, Professional Engineer, Law Degree, Certified Accountant.

Experience

Over five years up to and including seven years experience.

Supervision

Work requires managing and monitoring work performance of a department including evaluating program/work objectives and effectiveness, establishing broad organizational goals and realigning work and staffing assignments for the department.

Human Collaboration Skills

Final decisions regarding policy development and implementation are made and/or recommended.  Interaction with others outside the organization requires exercising participative management skills that support team efforts and quality processes.

Freedom to Act

The employee normally performs the duty assignments within broad parameters defined by general organizational requirements and accepted practices. End results determine effectiveness of job performance.

Technical Skills

Advanced: Work requires advanced skills and knowledge in approaches and systems, which affect the design and implementation of major programs and/or processes organization-wide. Independent judgment and decision-making abilities are necessary to apply technical skills effectively.

Budget Responsibility

Position has major fiscal responsibility.  Makes significant contribution to major financial decisions within the department.  Responsible for major financial decisions within the department.  Decisions may influence budget requests and departmental goals and objectives.  Monitors budget plan, and adjusts work activity as necessary.

Reading

Advanced - Ability to read literature, books, reviews, scientific or technical journals, abstracts, financial reports, and/or legal documents.  Ordinarily, such education is obtained in at the college level or above. However, it may be obtained from experience and self-study.

Math

Intermediate - Ability to deal with system of real numbers; practical application of fractions, percentages, ratios/proportions and measurement. Ordinarily, such education is obtained in high school up to college. However, it may be obtained from experience and self-study.

Writing

Advanced - Ability to write editorials, journals, speeches, manuals, or critiques.  Ordinarily, such education is obtained in at the college level or above. However, it may be obtained from experience and self-study.
