Business Development Specialist
FLSA Status: Exempt
BRIEF DESCRIPTION:
The purpose of this position is to
develop and manage a comprehensive marketing and business
development program to attract and expand business and
development to the City. Performs strategic planning and
professional marketing and business development including
the development of departmental and client driven marketing
materials, client sales and outreach, business and partner
networking, client management, program development and
project management.

Actively promotes sites and
opportunities within the City of Peoria that will
develop new quality office, industrial and retail
projects. |

Develops and implements
comprehensive marketing strategies that engage targeted
businesses, commercial real estate brokers and
developers, site location consultants and regional/state
economic development partners. Assists businesses with
permitting and entitlements and provides located project
customer service. |

Develops quality marketing
materials by gathering, reviewing, compiling, analyzing
and integrating complex data and information including
printed collateral materials, marketing proposals and
multi-media presentations. |

Develops and implements public
relations strategies for economic development related
activities and projects that promote economic
development with Peoria. Creates business promotional
events in an effort to promote Peoria to potential
clients and client agents. Makes recommendations for
capital planning and programs that promote business
growth. |

Work with other City staff to
develop strategies that impact the city’s ability to
attract and retain businesses including incentive
policies, infrastructure needs, business process and
business programs. Participate in the city’s existing
business outreach efforts to identify potential
business/development expansion projects. |

Represents the City as a liaison in
local economic development, retail, business, health
care, marketing, Chamber of Commerce and related
associations and at meetings, conferences, seminars and
other events. |

REQUIREMENTS:

Formal Education |
Work requires broad knowledge in a
general professional or technical field. Knowledge is
normally acquired through four years of college
resulting in a Bachelor's degree or equivalent. |
|
Experience |
Over three years up to and
including five years. |
|
Supervision |
Work requires the occasional
direction of helpers, assistants, seasonal employees,
interns, volunteers or temporary employees. |
|
Human Collaboration Skills |
Recommendations regarding policy
development and implementation are made and/or
recommended. Evaluates customer satisfaction, develops
cooperative associations, and utilizes resources to
continuously improve customer satisfaction. |
|
Freedom to Act |
The employee normally performs the
duty assignment according to his or her own judgment,
requesting supervisory assistance only when necessary.
Special projects are managed with little oversight and
assignments may be reviewed upon completion. Performance
reviewed periodically. |
|
Technical Skills |
Advanced: Work requires advanced
skills and knowledge in approaches and systems, which
affect the design and implementation of major programs
and/or processes organization-wide. Independent judgment
and decision-making abilities are necessary to apply
technical skills effectively. |

Budget Responsibility |
Position has moderate fiscal
responsibility. Makes recommendations toward fiscal
decisions within the department. May be responsible for
the billing, collection and/or accounting of funds.
May be responsible for the handling and balancing of
cash. |

Reading |
Advanced - Ability to read
literature, books, reviews, scientific or technical
journals, abstracts, financial reports, and/or legal
documents. Ordinarily, such education is obtained in at
the college level or above. However, it may be obtained
from experience and self-study. |

Intermediate - Ability to deal with
system of real numbers; practical application of

measurement. Ordinarily, such education is obtained in
