Title: Assistant City Engineer

 FLSA Status: Exempt

BRIEF DESCRIPTION:

The purpose of this position is to supervise the engineering activities of the department, which may include development plan reviews, capital projects, technical assistance activities, and construction and design.  This is accomplished by evaluating activities, proposing development plans and activities, anticipating staffing levels, working with consultants and developers, identifying needs, managing resources, preparing studies, reports and long range plans, and participating in special studies and projects.  Other duties include coordinating activities with departments, agencies, developers and consultants, developing and making presentations, and managing projects.

Manages the division and staff by planning and prioritizing tasks, ensuring policy and procedure compliance, recommending changes and adjustments, and monitoring staff performance and development of professional and technical staff.

Oversees and administers the annual budget by forecasting revenues and expenditures, presenting proposals for approval, authorizing payments and monitoring expenditures for recommended adjustments.

Supervises projects by coordinating activities with departments, consultants, developers and outside agencies, compiling data and statistics, reviewing plans and documents, preparing estimates, scheduling activities, participating in the proposal process, and ensuring all reporting activities are complete.

Provides technical support by reviewing plans and documents, inspecting work, recommending changes, and coordinating activities with other engineers.

Coordinates plan review by reviewing plans, recommending alternatives, attending meetings, updating standards, preparing and presenting materials to committees, management and elected officials, and representing the city to the public.

JOB REQUIREMENTS:

-Description of Minimum Job Requirements-

Formal Education

Work requires broad knowledge in a general professional or technical field.  Knowledge is normally acquired through four years of college resulting in a Bachelor’s degree or equivalent.

Experience

Over seven years up to and including nine years experience.

Supervision

Work requires managing and monitoring work performance of a department including evaluating program/work objectives and effectiveness, establishing broad organizational goals and realigning work and staffing assignments for the department.

Human Collaboration Skills

Recommendations regarding policy development and implementation are made and/or recommended.  Evaluates customer satisfaction, develops cooperative associations, and utilizes resources to continuously improve customer satisfaction.

Freedom to Act

The employee normally performs the duty assignment according to his or her own judgment, requesting supervisory assistance only when necessary. Special projects are managed with little oversight and assignments may be reviewed upon completion. Performance reviewed periodically.

Technical Skills

Advanced: Work requires advanced skills and knowledge in approaches and systems, which affect the design and implementation of major programs and/or processes organization-wide. Independent judgment and decision-making abilities are necessary to apply technical skills effectively.

Budget Responsibility

Position has City-wide fiscal responsibility.  Assures that appropriate linkages exist between budget, funding limitations and service levels, to meet specific departmental and organizational goals.  Monitors progress toward fiscal objectives and adjusts plans as necessary to reach them.

Reading

Advanced - Ability to read literature, books, reviews, scientific or technical journals, abstracts, financial reports, and/or legal documents.  Ordinarily, such education is obtained in at the college level or above. However, it may be obtained from experience and self-study.

Math

Advanced - Ability to apply fundamental concepts of theories, work with advanced mathematical operations methods, and functions of real and complex variables.  Ordinarily, such education is obtained in at the college level or above. However, it may be obtained from experience and self-study.

Writing

Advanced - Ability to write editorials, journals, speeches, manuals, or critiques.  Ordinarily, such education is obtained in at the college level or above. However, it may be obtained from experience and self-study.
