Accounting Supervisor
FLSA Status: Exempt
BRIEF DESCRIPTION:
The purpose of this position is to
supervise the activities of the section, which includes
accounting and reporting. This is accomplished by
scheduling and assigning tasks and projects; reviewing
accounting activities; directing and participating in the
preparation of the CAFR and the audit; overseeing design,
implementation and maintenance of financial policies,
procedures and internal controls; ensuring compliance with
standards; and overseeing related software systems. Other
duties include representing the city to outside agencies and
organizations.

Supervises staff by planning and
supervising daily tasks and activities, participating in
the hiring process, coordinating training activities,
establishing procedures and guidelines, evaluating
assigned services, coaching for performance improvement
and recommending personnel actions. |

supervising general ledger, reporting, capital assets
and bank reconciliations, overseeing the creation and
maintenance of financial records, participating in
complex analysis and reconciliations, researching
technical issues, reviewing and/or preparing financial
reports, and responding to inquiries. |

the CAFR by overseeing tasks, reviewing statements,
schedules and other documentation, and directing audit
preparation. |

upgrades, overseeing conversions, and participating in
the strategic planning process. |

attending training, and providing direction to staff. |
JOB
REQUIREMENTS:

Formal Education |
Work requires specialized knowledge
in a general professional or technical field. Knowledge
is normally acquired through four years of college
resulting in a Bachelor's degree or equivalent. |
|
Experience |
Over seven years up to and
including nine years experience. |
|
Supervision |
Work requires supervising and
monitoring performance for a regular group of employees
or division within a department including providing
input on hiring/disciplinary actions and work
objectives/ effectiveness, performance evaluations, and
realigning work as needed. A first line supervisor
typically performs these functions. |
|
Human Collaboration Skills |
Decisions regarding implementation
of policies may be made. Contact may involve support of
controversial positions or the negotiation of sensitive
issues or important presentations. Contacts may involve
stressful, negative interactions with the public
requiring high levels of tact and the ability to respond
to aggressive interpersonal interactions. |
|
Freedom to Act |
The employee normally performs the
duty assignment according to his or her own judgment,
requesting supervisory assistance only when necessary.
Special projects are managed with little oversight and
assignments may be reviewed upon completion. Performance
reviewed periodically. |
|
Technical Skills |
Advanced: Work requires advanced
skills and knowledge in approaches and systems, which
affect the design and implementation of major programs
and/or processes organization-wide. Independent judgment
and decision-making abilities are necessary to apply
technical skills effectively. |

Budget Responsibility |
Position has City-wide fiscal
responsibility. Assures that appropriate linkages exist
between budget, funding limitations and service levels,
to meet specific departmental and organizational goals.
Monitors progress toward fiscal objectives and adjusts
plans as necessary to reach them. |

Reading |
Advanced - Ability to read
literature, books, reviews, scientific or technical
journals, abstracts, financial reports, and/or legal
documents. Ordinarily, such education is obtained in at
the college level or above. However, it may be obtained
from experience and self-study. |

Advanced - Ability to apply
fundamental concepts of theories, work with advanced
mathematical operations methods, and functions of real
and complex variables. Ordinarily, such education is
