Benefits Administrator
FLSA Status: Exempt
BRIEF DESCRIPTION:
The purpose of this position is to
manage the day-to-day operational activities within the
employee benefits division, which provides services to City
management, departments and employees. An employee in this
classification administers the Medical, Vision, Dental,
Flexible Spending, Mental Health, Life Insurance, Accidental
Death and Dismemberment, Short-Term Disability, Commuter
Insurance and Pharmacy Benefit Programs for compliance with
state statutes. Performs tasks related to duties as
Citywide HIPAA (Health Insurance Portability and
Accountability Act) security and privacy officer.

Plans and develops long term
strategies for managing employee benefit programs;
establishes schedules and methods for maintaining
employee benefits, wellness, and deferred compensation
programs; assists in the development of policies and
procedures. |

Oversees the accurate and timely
processing of the City’s benefit programs;
reconciliation and payments to providers, enforcement of
FMLA and COBRA requirements, the development of open
enrollment material and completion and accuracy of open
enrollment. |

benefit programs and the efficiency and effectiveness of
service delivery methods and procedures; recommends
improvements and modifications; prepares various reports
on operations and activities; confers with consultants
about a variety of insurance program plan designs. |

employee benefits budget; prepares cost estimates for
budget recommendations; submits budget justification for
modifications to the employee benefit programs; analyzes
claims and observable trends based on plan experience;
monitors and controls expenditures. |

Prepares employee benefit policies
and procedures, composes amendments to plan documents,
prepares draft staff summary reports for City Council
approval and prepares various educational and
promotional materials for City employees. |

Coordinates annual open enrollment
of employees into benefit programs; answers complex
questions regarding policies and procedures related to
available benefit programs. Investigates employee
complaints regarding benefit claims; recommends
corrective action as necessary to resolve complaints. |

Works with consultants and City
staff to prepare proposal specifications, reviews, and
analyzes proposals and prepares recommendations; reviews
all benefit contracts for accuracy, monitors contracts
to ensure compliance with negotiated terms and
conditions. |

Develops and coordinates the City’s
wellness program and a variety of other programs related
to employee benefits and employee health/fitness. |

Plans and supervises subordinates
on program specific and/or daily tasks and activities,
establishes procedures and guidelines, evaluates

and recommendes personnel actions. |
JOB
REQUIREMENTS:

Formal Education |
Work requires broad knowledge in a
general professional or technical field. Knowledge is
normally acquired through four years of college
resulting in a Bachelor's degree or equivalent. |
|
Experience |
Over five years up to and including
seven years professional benefits program administration
experience. |
|
Supervision |
Work requires supervising and
monitoring performance for a regular group of employees
or division within a department including providing
input on hiring/disciplinary actions and work
objectives/ effectiveness, performance evaluations, and
realigning work as needed. A first line supervisor
typically performs these functions. |
|
Human Collaboration Skills |
Recommendations regarding policy
development and implementation are made and/or
recommended. Evaluates customer satisfaction, develops
cooperative associations, and utilizes resources to
continuously improve customer satisfaction. |
|
Freedom to Act |
The employee normally performs the
duty assignment according to his or her own judgment,
requesting supervisory assistance only when necessary.
Special projects are managed with little oversight and
assignments may be reviewed upon completion.
Performance rewarded periodically. |

Technical Skills |
Advanced: Work requires advanced
skills and knowledge in approaches and systems, which
affect the design and implementation of major programs
and/or processes organization-wide. Independent
judgment and decision-making abilities are necessary to
apply technical skills effectively. |

Budget Responsibility |
Position has limited fiscal
responsibility. May assist in the collection of data in
support of recommendations for departmental budget
allocations. May monitor division or program/project
level budget and expenditures. |

Reading |
Advanced - Ability to read
literature, books, reviews, scientific or technical
journals, abstracts, financial reports, and/or legal
documents. Ordinarily, such education is obtained in at
the college level or above. However, it may be obtained
from experience and self-study. |

Intermediate - Ability to deal with
system of real numbers; practical application of
fractions, percentages, ratios/proportions and
measurement. Ordinarily, such education is obtained in
