Discussion and possible action to:

a)   Adopt ORD. 07-24 amending Chapter 2, Section 2‑207, of the Peoria City Code (1992 Edition) to establish the fee structure and permissible range for new programs at the Rio Vista Recreation Center; and

b)   Approve a budget transfer in the amount of $40,000 from the General Fund Contingency Account to the Rio Vista Recreation Center Recreation Programs Account for contracted personal trainer services.

3C  Code Amendment, Chapter 15, Civil Penalties and Civil Infractions

Discussion and possible action to adopt ORD. 07-25 amending Chapter 15 of the Peoria City Code (1992 Edition) pertaining to the Municipal Court and the imposition of civil penalties and the handling of civil infractions.

4C  Property Acquisition, Thunderbird Road and Loop 101 Interchange

Discussion and possible action to: 

a)   Adopt RES. 07-102 authorizing the acquisition of property for Thunderbird Road improvements at the Loop 101 by donation, outright purchase or the exercise of the power of eminent domain; and

b)   Authorize a budget transfer within the project in the amount of $101,000 from the General Obligation (GO) Bonds Street System Account to the GO Bonds Land Acquisition Account.

5C  Grant, Arizona Criminal Justice Commission, Crime Victim Assistance Program

Discussion and possible action to adopt RES. 07-103 authorizing the City of Peoria Police Department to accept funding in the amount of $15,000 from the Arizona Criminal Justice Commission (ACJC), Crime Victim Assistance Grant Program to assist in funding a full-time victim advocate and related victim services expenses. 6C  Grant, Arizona Department of Public Safety, Crime Victim Assistance Program

Discussion and possible action to adopt RES. 07-104 authorizing the City of Peoria Police Department to accept funding in the amount of $45,807 from the Arizona Department of Public Safety, Victims of Crime Act (VOCA), Crime Victim Assistance Grant Program to assist in funding a full-time victim advocate and related victim services expenses. 7C  Grant, Arizona State Library, Archives and Public Records, Radio Frequency Identification Workstations

Discussion and possible action to: 

a)   Accept a grant in the amount of $7,006 from the Library Services and Technology Act, administered by Arizona State Library, Archives and Public Records to provide funding to the Peoria Public Library for the purchase of two Radio Frequency Identification (RFID) workstations for the Main Library circulation area (LCON06907); and 

b)   Approve a budget transfer in the amount of $7,006 from the Proposed Grants Fund Contingency Account to the Library Services and Technology Grant Fund Furniture Account.

8C  Contract, Sun Health, Wellness Programs, Rio Vista Recreation Center

Discussion and possible action to approve an agreement with Sun Health to provide joint wellness related programs at the Rio Vista Recreation Center. (LCON07007)

9C Contract, Wilson & Company, Capital Improvement Program (CIP) Prioritization Review/Analysis Update

Discussion and possible action to:

a)   Award a contract in the not-to-exceed amount of $49,980 to Wilson & Company for the CIP Prioritization Review/Analysis 2007 Update (LCON07107);

b)   Authorize the use of General Fund Reserves; and

c)    Approve a budget transfer in the amount of $49,980 from the General Fund Contingency Account to the Capital Engineering Division Other Professional Services Account.

10C Contract, SourceCorp Statement Solutions, Printing and Mailing, Utility Bills and Sales Tax Documents

Discussion and possible action to approve a contract in the estimated annual amount of $400,500 with SourceCorp Statement Solutions for the printing, preparation and mailing of utility billing and sales tax returns, statements and licenses. (LCON07207)

11C Contract Amendments, Parsons Brinckerhoff Quade and Douglas, Inc., Market Street Reconstruction/91st Avenue and Monroe Street Traffic Signal Installation/Gold Dust Lane Reconstruction

Discussion and possible action to approve two contract amendments in the total not-to-exceed amount of $73,458.42 with Parsons Brinckerhoff Quade and Douglas, Inc. for design and post-design services related to the Market Street reconstruction, 91st Avenue and Monroe Street traffic signal installation and the Gold Dust Lane reconstruction. Discussion and possible action to approve Contract Amendment No. 2 in the amount of $78,337 with Kimley-Horn and Associates, Inc. for design services for the 91st Avenue and Olive Avenue Intersection Improvement Project. (LCON07475B)

14C Contract Amendment, Premier Engineering, Drainage Improvements, 89th Avenue and Williams Road

Discussion and possible action to approve Contract Amendment No. 4 in the not-to-exceed amount of $29,700 with Premier Engineering for post-design services for drainage improvements at the intersection of 89th Avenue and Williams Road. (LCON01306D)

15C Authorize Expenditure, Henry Brothers Electronics, Security Upgrades, Beardsley Water Reclamation Facility

Discussion and possible action to authorize an expenditure in an amount not-to-exceed $71,547.04 with Henry Brothers Electronics for Phase 2 Security Upgrades for the Beardsley Water Reclamation Facility utilizing existing City of Peoria Contract LCON02607.

16C  Authorize Expenditure, CS Construction, Inc., Asphalt Sidewalk Construction, Lake Pleasant Parkway/91st Avenue to 95th Avenue and 103rd Avenue/Sun Garden Mobile Home Park to Olive Avenue

Discussion and possible action to authorize an expenditure in the amount of $219,889.79 to CS Construction, Inc. for the construction of three sections of asphalt sidewalk, along Lake Pleasant Parkway from 91st Avenue to 95th Avenue and 103rd Avenue from the Sun Garden Mobile Home Park to Olive Avenue, utilizing existing Job Order Contract No. 4 between the Town of Gilbert and CS Construction, Inc.

17C Budget Transfer, Employee Harassment Prevention Training

Discussion and possible action to:

a)   Authorize the use of General Fund Reserves; and

b)   Approve a budget transfer in the amount of $65,000 from the General Fund Contingency Account to the Non-Departmental In-house Employee Training Account to fund City-wide harassment prevention training.

Discussion and possible action to authorize the City to file an Amicus Brief in the Arizona Court of Appeals, Case No. 1 CA-CV 07-435, South West Sand & Gravel, Inc. v. Central Arizona Water Conservation District.

21C  Abandon Right-of-Way, 86th Avenue and Calle Lejos

Discussion and possible action to adopt RES. 07-105 abandoning a 25-foot strip of right-of-way along 86th Avenue north of Calle Lejos.

22C  Neighborhood Traffic Management Program, Additional Traffic Control Area, Sunset Village Estates

Discussion and possible action to adopt RES. 07-106 for the Neighborhood Traffic Management Program (NTMP) to establish an additional Residential Traffic Control Area as follows:  Sunset Village Estates – area bounded by Grand Avenue in the north, 91st Avenue in the east, Peoria Avenue in the south and Loop 101/Agua Fria Freeway in the west.

23C  Neighborhood Traffic Management Program, Additional Traffic Control Area, New River Ranch

Discussion and possible action to adopt RES. 07-107 for the Neighborhood Traffic Management Program (NTMP) to establish an additional Residential Traffic Control Area as follows:  New River Ranch – area bounded by Peoria Avenue in the north, 95th Avenue in the east, Olive Avenue in the south and the New River in the west.
