MINUTES OF THE PEORIA CITY COUNCIL CITY OF PEORIA, ARIZONA PUBLIC SAFETY ADMINISTRATION BUILDING PEORIA ROOM MARCH 18, 2008 A Study Session Meeting of the City Council of the City of Peoria, Arizona was convened at 8401 West Monroe Street in open and public session at 4:00 p.m. Members Present: Mayor Bob Barrett; Vice Mayor Cathy Carlat; Councilmembers Ron Aames, Joan Evans, Vicki Hunt, Carlo Leone and Dave Pearson. Members Absent: None Other Municipal Officials Present: Terrence Ellis, City Manager; Carl Swenson, Deputy City Manager; John Wenderski, Deputy City Manager; Steve Kemp, City Attorney; Mary Jo Kief, City Clerk; Stephen Bontrager, J.P. de la Montaigne, Bill Mattingly, Brent Mattingly, Bob McKibben, Grady Miller, Dave Moody, Steve Prokopek, Larry Ratcliff, John Schell, Sandy Teetsel, Jeff Tyne, Glen Van Nimwegen, James Mason and Gina Soria. Audience: Approximately 15-20 members of the public were present. Subject for Discussion only: 1. Proposed 10-year Capital Improvement Program Terry Ellis, City Manager, explained the Capital Improvement Program (CIP) provides a schedule of planned improvements over the next ten years and identifies financing sources for capital projects over the entire period. Mr. Ellis noted that a fully funded 10 year CIP is uncommon and commented on economic impacts and voter authorization. Mr. Ellis noted the CIP is updated each year and for the Fiscal Year 2009-2018 CIP, staff prepared project requests for inclusion in the plan. The CIP Committee, comprised of representatives from City departments, reviewed the proposed projects and developed a plan which was reviewed by the City Manager and the Citizen Bond Committee. Mr. Ellis highlighted transportation as the largest part of the CIP and commented on the primary and secondary property tax rates. Mr. Ellis discussed key projects, including: a community park, additional trail segments, land for new facilities, Happy Valley Road construction, drainage of Pinnacle Peak Road and Loop 303, and waterline distribution projects. The final adoption of the CIP plan is scheduled to be presented to Council on June 3rd, 2008. Jeff Tyne, Budget Director, reviewed the planned uses of the 10-year CIP, highlighting streets and transportation. Mr. Tyne discussed funding sources. He commented on the operating fund and general obligation bonds, which are the largest source of revenue for the CIP. Discussion ensued on four considerations to utilize general obligation bonds, including: assessed valuation, secondary property tax rate, constitutional capacity and voter authorization. Mr. Tyne highlighted development impact fees and the transportation sales tax. Dawn Irvine, Budget Analyst, discussed issues and challenges in developing the CIP, including: new and proposed legislation, state land, operating impacts, and coordination of economic development projects. Steve Prokopek, Director of Economic Development, discussed the economic development components of the CIP, highlighting the infrastructure of Loop 303 and the attraction of a hospital, university, and major employer to Peoria. J.P. de la Montaigne, Director of Community Services, reviewed the projects for the Community Services Department. He highlighted community and neighborhood parks, the community center, construction of the branch library, trails, and open space. Bob McKibben, Fire Chief, reviewed the projects for the Fire Department. He discussed the 800 MHz radio equipment, noting the funding is planned to coincide with the Phoenix Regional Consortium timeline implementation of the new 800 MHz communications system, which was delayed due to in-building coverage issues. Chief McKibben highlighted fire stations, a joint fire training facility, self-contained breathing apparatuses, and a fire support services facility. Larry Ratcliff, Chief of Police, reviewed the projects for the Police Department. He discussed the Computer Aided Dispatch replacement, which is critical to public safety and will facilitate optimal response times. Chief Ratcliff highlighted a joint fire/police training facility and the north police precinct. Brian Biesemeyer, Deputy Utilities Director, reviewed the projects for the Utilities Department. He reported on wastewater projects, including: sewer planning areas, water reclamation facilities, Butler recharge wells, and Loop 303 projects. Mr. Biesemeyer reported on water projects, including: water treatment plants, wells, water resources, and the Agua Fria East and West service area connections. In response to Councilmember Evans, Stephen Bontrager, Utilities Director, stated the City is participating with several organizations and universities to address the concerns of pharmaceuticals in water. Bill Mattingly, Director of Public Works, reviewed the projects for the Public Works Department. He highlighted the purchase of land for a North Municipal Campus, the Municipal Court expansion, and the renovation of City Hall, including the replacement of the mechanical systems. In response to Councilmember Aames, Mr. Ellis noted the renovation costs for City Hall were reduced in response to Council direction. Mr. Mattingly commented the primary focus for renovations is safety, lighting, and heating and cooling systems. Discussed ensued on City-wide security, the relocation of the Emergency Operations Center, and an emergency generator for the Rio Vista Recreation Center. Mr. Mattingly commented on the advantages of a portable emergency generator and stand-by power. Discussion ensued on branding implementation. In response to Councilmember Aames, Mr. Ellis noted this project will help identify Peoria and is not entirely a result of the new logo. Mr. Mattingly reported on the arterial street overlay program (asphalt rubber) and reducing particulate matter emissions. He commented on traffic signal equipment replacement. Councilmember Leone inquired on improvements at 103rd Avenue. Mr. Mattingly stated the primary concern is the landfill and that a study will be conducted to address those concerns. Dave Moody, Engineering Director, reviewed the projects for the Engineering Department. He provided an overview of street projects, programs, and studies. He emphasized the importance of studies in planning for future necessary projects. Councilmember Pearson inquired on the handicap ramp project. Mr. Moody stated the City is not completely current with handicap ramps, but that all new buildings and re- builds comply with the standards. Discussion ensued on intersection projects, traffic control overview, drainage overview, and drainage projects. Mr. Moody highlighted the Loop 303 corridor, Happy Valley Road improvements, the Beardsley Road extension, and widening at 83rd Avenue. Mr. Moody reported on the Deer Valley Road and Agua Fria River Crossing. A design concept review was completed by the Maricopa County Department of Transportation (MCDOT) and is currently being updated. Vice Mayor Carlat commented on the need for a project based on the design concept review. Council took a short recess at 6:15 and the meeting reconvened at 6:25 p.m. Mr. Moody reported on Pinnacle Peak channel improvements. He clarified Pinnacle Peak Road will be paved on the Peoria side and have drainage on the County side. Discussion ensued on Deer Valley Road drainage and roadway. Vice Mayor Carlat inquired on drainage issues. Mr. Moody clarified the initial design assumed the road would be paved; and once Peoria completes their portion of drainage and paving, the County will schedule in paving of the North/South roads.
