MINUTES OF THE PEORIA CITY COUNCIL CITY OF PEORIA, ARIZONA RIO VISTA COMMUNITY CENTER LAKEVIEW ROOM 8866-A WEST THUNDERBIRD ROAD FEBRUARY 9, 2008 A City Council Workshop of the City Council of the City of Peoria, Arizona was convened at 8866-A West Thunderbird Road, Peoria, Arizona in open and public session at 9:00 a.m. Members Present: Mayor Bob Barrett; Vice Mayor Vicki Hunt; Councilmembers Ron Aames, Cathy Carlat, Joan Evans, Carlo Leone and Dave Pearson. Members Absent: None Other Municipal Officials Present: Terrence Ellis, City Manager; Carl Swenson, Deputy City Manager; Susan Thorpe, Deputy City Manager; John Wenderski, Deputy City Manager; Steve Kemp, City Attorney; Mary Jo Kief, City Clerk; George Anagnost, Municipal Judge; Stephen Bontrager, J.P. de la Montaigne, Greg Eckman, Bill Mattingly, Brent Mattingly, Bob McKibben, Grady Miller, Dave Moody, Steve Prokopek, Larry Ratcliff, John Schell, Sandy Teetsel, Jeff Tyne, Glen Van Nimwegen and James Mason. Facilitator: Lance Decker Members of the Greater Phoenix Economic Council in attendance: Barry Broome, President and CEO Brad Smidt, Vice President, Business Development Rob Hooley, Vice President, Emerging Technology Rebecca Robinson, Director, Community Building Consortium/Business Development Michelle Rider, Associate Vice President, External Relations Kathleen Lee, Senior Research Analyst Audience: Approximately three members of the public were present. Lance Decker, Facilitator, opened the meeting. Mr. Decker announced that the agenda for today’s meeting would include a continued discussion for the previous days’ meeting. Terry Ellis, City Manager, announced that the 12-month Policy Agenda status was included as a written report in the packed distributed for the day’s meeting. Steve Prokopek, Economic Development Director, provided an overview of the day’s presentation and introduced Barry Broome, President and CEO of the Greater Phoenix Economic Council (GPEC.) Mr. Broome provided an overview of the elements of economic development, the objectives and the economic development tools that are available in Arizona. Mr. Broome further discussed GPEC’s role in the region and GPEC’s efforts in international economic development. Mr. Broome also discussed Peoria’s economic development goals and GPEC’s role in assisting with meeting the goals; additionally the challenges facing Peoria were discussed. Mr. Broome then provided an overview of GPEC’s recommendations for the City of Peoria and responded to questions from Council. GPEC’s recommendations include: facilitating construction of a Class A and B office space with larger footprints and floor size; working with State Land Department and ADOT to develop an employment corridor along Loop 303; developing preferred company environments – university, medical, research park strategy; providing a competitive value proposition and strengthening and maintaining employment corridor along Loop 101. A break was taken from 12:00 to 12:15. During a working lunch session, Brent Mattingly, Chief Financial Officer, presented an update on the economic condition and a financial briefing. Mr. Mattingly updated Council on the financial status from November to the current time. Mr. Mattingly advised Council that the outlook for Peoria is good due to the sound financial planning. At 1:00 p.m. staff left the meeting while Council continued discussions from the previous evening including the status of the Assistant to the Mayor recruitment, conference meeting attendance by Council staff and a presentation of a survey on Council office staffing and travel of Council assistants. At 2:10 p.m. staff returned to the meeting. The 12-month policy agenda was reviewed. Mr. Decker facilitated a discussion on what Council wants to keep and or enhance in the 12-month policy agenda, what needs to be added and what items can be removed from the12-month policy agenda. Terry Ellis, City Manager, announced his retirement to be effective, June 30th, 2008.
