MINUTES OF THE PEORIA CITY COUNCIL CITY OF PEORIA, ARIZONA COUNCIL CHAMBER, CITY HALL May 15, 2007 A Study Session Meeting of the City Council of the City of Peoria, Arizona was convened at 8401 West Monroe Street in open and public session at 5:33 p.m. Members Present: Mayor Bob Barrett; Vice Mayor Vicki Hunt; Councilmembers Ron Aames, Cathy Carlat, Joan Evans, Carlo Leone and Dave Pearson. Members Absent: None Other Municipal Officials Present: Terrence Ellis, City Manager; Carl Swenson, Deputy City Manager; Susan Thorpe, Deputy City Manager; John Wenderski, Deputy City Manager; Steve Burg, Chief Assistant City Attorney; Mary Jo Kief, City Clerk; Stephen Bontrager, Brent Mattingly, Bill Mattingly, Grady Miller, Dave Moody, John Schell, Glen Van Nimwegen, Constance Copeland and James Mason. Maricopa Association of Governments (MAG) and Peoria’s Transportation Program John Schell, Director of Intergovernmental Affairs, introduced Dennis Smith, Executive Director of the Maricopa Association of Governments (MAG). Mr. Schell emphasized MAG’s role in resolving regional issues and the important value of the City of Peoria’s participation in MAG. Mr. Smith presented an overview of MAG and the City’s involvement. Mr. Smith explained that MAG acts to provide a forum for discussion; studies regional problems; ensures resources are pooled; plans for the solution of regional problems requiring multi- city, town and county cooperation; facilitates agreements for adoption of common policies; and prepares for future growth and development to the regional area of Maricopa County. Mr. Smith noted that Terry Ellis, Peoria’s City Manager, is a member of the MAG Management Committee and Councilmember Ron Aames is a member of the MAG Transportation Policy Committee. Mr. Smith highlighted the successes of MAG including efforts to improve air and water quality, improve homeless services, and adoption of regional building codes. Mr. Smith explained the requirements of Proposition 400 in addressing transportation goals and addressed the impact of population trends. Maricopa County is the fastest growing region in the United States with a population growth of 3.5 percent and job growth at 3.1 percent. Within Maricopa County, the West Valley is the fastest area in the region with population growth of 6 percent and job growth at 1.7 percent. The City of Peoria has a population growth of 5 percent and a job growth of 4.1 percent. By 2030, it is projected that the West Valley will add 60 percent of the 2.3 million new residents to the region and 40 percent of the 1.6 million new jobs in the region. Peoria is expected to be home to 160,000 new residents and 83,000 new jobs. This growth requires new and upgraded freeways and arterials; expansion of transportation options; and additional infrastructure such as, police and fire stations, water and sewer lines, retail, schools and housing. Peoria has received more than $14 million in Regional Transportation Plan funds which represents 92 percent of all regional funds disbursed to date. Discussion ensued regarding air quality as related to PM10 dust particles, federal sanctions and concerns regarding the number of new unpaved roads approved by Maricopa County.
