MINUTES OF THE PEORIA CITY COUNCIL CITY OF PEORIA, ARIZONA TRILOGY @ VISTANCIA – KIVA CLUB, TEWA BALLROOM SEPTEMBER 21, 2006 A City Council Workshop of the City Council of the City of Peoria, Arizona was convened at 27980 North Trilogy Boulevard East, Peoria, Arizona in open and public session at 9:00 a.m. Members Present: Mayor John Keegan, Vice Mayor Vicki Hunt; Councilmembers Cathy Carlat, Pat Dennis, Joan Evans, Patrick Hickson and Carlo Leone Members Absent: None Other Municipal Officials Present: Terrence Ellis, City Manager; Susan Thorpe, Deputy City Manager; Carl Swenson, Deputy City Manager; George Anagnost, Municipal Judge; Steve Burg, Chief Assistant City Attorney; Mary Jo Kief, City Clerk; Stephen Bontrager, Greg Eckman, Larry Fudurich, David Leonardo, Neil Mann, Brent Mattingly, Bob McKibben, Grady Miller, J.P. de la Montaigne, Dave Moody, Glen Van Nimwegen, Steve Prokopek, John Schell, Sandy Teetsel, and Jeff Tyne. Facilitator: Lance Decker Audience: Two Mayor Keegan provided an overview of the purpose of the Council Workshops. Further, Mayor Keegan explained how important the Workshops are because they proved an opportunity to focus on key policy matters and time to be briefed by Staff on strategic issues requiring more time for discussion. Mayor and Council discussed the highlights of the past twelve months including a number of notable accomplishments including Peoria Center for the Performing Arts, Lake Pleasant Parkway and the Butler Water Reclamation Plant. Mayor Keegan and Councilmembers commented on how effective the Council team is at working together. Mayor Keegan discussed the potential schedule for the next Council Workshop, due to there being new members on City Council beginning in January. A proposed Workshop date would be in February, 2007. A recess was taken at 11:00 a.m. The meeting reconvened at 11:15 a.m. Grady Miller, Communications and Public Affairs Director, provided an overview of recent changes in the Council Assistant staffing. Councilmembers discussed the level of support received and the professionalism of the Council Assistants. Mr. Miller further briefed Council on the status of the arts in Peoria. Mr. Miller discussed the current arts program and discussed the plans to initiate a public Arts Master Plan, complete a community cultural inventory and seek an increase in grant funding for Peoria’s Arts Grant Program. Council was joined by Staff at 12:15 p.m. for lunch. Following lunch, Staff provided updates to the 12-Month Policy Agenda. Terry Ellis, City Manager, provided an overview to Council of recent legislative changes and how those changes will affect the City’s budget. Brent Mattingly, Finance Director, and Jeff Tyne, Budget Director, provided a financial review. Mr. Mattingly provided an overview of the City’s Fiscal Year 2006 General Fund Revenues and Expenditures. Further, Mr. Mattingly provided an overview of the Half-Cent Sales Tax Fund and how the monies in that fund have been spent. Mr. Tyne briefed Council on General Obligation (GO) Bonds and the upcoming statewide ballot measure and its affect on the City. Mr. Tyne further discussed the City’s financial modeling, the economic forecast and growth trends. Glen Van Nimwegen, Director of Community Development, described the process for Code Enforcement and the City’s proactive approach. Mr. Van Nimwegen stressed the importance of consistency in giving citations. Bill Patena, Neighborhood Services Manager, discussed the communication among Neighborhood Services Staff, Police and the Courts. Mr. Patena stressed the mission of compliance first, enforcement second. Steve Burg, Senior Deputy City Attorney, provided an overview of the prosecution and informed Council that there is one prosecutor assigned. George Anagnost, Municipal Judge, further briefed Council on the Municipal Court’s role in hearing cases. Participants evaluated the meeting.
