(TA07-03) 5C Code Amendment, Chapter 14, Parking Discussion and possible action to adopt ORD. 07-13 amending Chapter 14 of the Peoria City Code (1992 Edition) pertaining to parking. 6C Contract, Action Products Marketing Corp., Manhole Rehabilitation System Discussion and possible action to award a one-year term contract with four one-year extensions in the amount of $65,000 to Action Products Marketing Corp. for the purchase of a manhole rehabilitation system and related parts and supplies. (LCON03507) 7C Contract Amendment, Wood, Patel and Associates, Rose Garden Lane Channel Project and 107th Avenue Drainage Improvements, 95th Avenue to the Agua Fria River and Rose Garden Lane to Williams Road Discussion and possible action to approve Contract Amendment No. 3 in the not-to-exceed amount of $39,910 with Wood, Patel and Associates for design of the storm drain improvements for the Rose Garden Lane Channel Project from 95th Avenue to the Agua Fria River and the 107th Avenue drainage improvements from Rose Garden Lane to Williams Road. (LCON06804C) 8C Authorize Expenditure, Mohave Educational Services, Re-shingle Public Housing Site, Parkview Estates, 87th Avenue Discussion and possible action to: a) Authorize an expenditure in the amount of $75,339.76 to Mohave Educational Services Cooperative under Job Order Contract No. 04C-CTMK-0416 through Centimark Corporation for re-shingling a City-owned public housing site, Parkview Estates, located at 10950 N. 87th Avenue; and b) Authorize a budget transfer in the amount of $75,339.76 from the Capital Fund Program Building Repair and Maintenance Account to the Capital Fund Program Buildings and Improvements Account. 9C Authorize Expenditure, Jomax Water Reclamation Facility Expansion Project Discussion and possible action to: a) Authorize an expenditure in the amount of $62,705 for payment of the City’s portion of Change Order No. 3 for the Jomax Water Reclamation Facility (WRF) Phase 2 Expansion Project; b) Authorize the use of reserves from the Water and Wastewater Expansion Funds; and c) Approve budget transfers in the amount of $31,352 from the General Fund Contingency Account to the Water Expansion Fund Water Systems Account and in the amount of $31,353 from the General Fund Contingency Account to the Wastewater Expansion Fund Wastewater Systems Account. 10C Budget Transfer, Office of the City Attorney, Fund Litigation and Outside Counsel Discussion and possible action to approve a budget transfer in the amount of $20,819 from the General Fund Contingency Account to the City Attorney Civil Division Operating Fund, Legal Services Account for payment of a special assessment from the League of Arizona Cities and Towns to fund litigation on behalf of the League Cities and to retain outside counsel to handle matters before the Peoria Ethics Sub- committee. 11C Budget Transfer, Fire Department, Regional Public Safety Training Center Discussion and possible action to: a) Approve the use of General Fund Reserves to contribute to the additional construction costs and the Fiscal Year 2007 operational costs for the Regional Public Safety Training Center; and b) Approve budget transfers in the amount of $357,500 from the General Fund Contingency Account to the General Fund Capital Projects, Other Professional Services Account and in the amount of $71,000 from the General Fund Contingency Account to the Fire Department Operating Budget, Building and Land Lease/Rental Account to establish appropriation authority for these expenditures. 12C Easement, Salt River Project, Rio Vista Park Recreation Center, Rio Vista Boulevard Discussion and possible action to adopt RES. 07-65 authorizing the City Manager to execute a Power Distribution Easement to Salt River Project (SRP) for the installation of power transmission lines related to the Recreation Center located in Rio Vista Park on the north side of Rio Vista Boulevard. 13C Final Plat, Mack Arrowhead, 87th Avenue and Thunderbird Road Discussion and possible action to approve the Final Plat for Mack Arrowhead, Phases 1, 2 and 3, located on the north side of 87th Avenue and Thunderbird Road, subject to stipulations. (Project R050199) 14C Authorization to Hold an Executive Session Pursuant to A.R.S. § 38-431.03.A.5: Authorize an Executive Session for the purpose of discussion and consultation with legal counsel and designated representatives of the public body pertaining to contract negotiations with employee organizations. Note: Executive Session will be held after the adjournment of the 7:00 p.m. Regular City Council Meeting and the Vistancia Community Facilities District meeting. REGULAR AGENDA NEW BUSINESS 15R Code Amendment, Chapter 14, Text Amendment, Proposition 207 Discussion and possible action to concur with the Planning and Zoning Commission’s recommendation and adopt ORD. 07-14 amending Chapter 14 of the Peoria City Code (1977 Edition) to adopt a text amendment regarding Proposition 207. 16R Authorize Expenditure, CS Construction, Inc., 91st Avenue and Deer Valley Road Intersection Improvements Project Discussion and possible action to: a) Approve an expenditure in the amount of $538,111.16 for construction of the 91st Avenue and Deer Valley Road Intersection Improvements Project utilizing existing Job Order Contract No. 4 between the Town of Gilbert and CS Construction, Inc.; b) Authorize a 10 percent contingency in the amount of $53,811.12 for construction overages; c) Authorize construction of the project from the Fiscal Year 2008 budget in an attempt to complete construction prior to the commencement of the school year; d) Authorize the use of reserves; e) Authorize a budget transfer within the project in the amount of $275,000 from the Intersection Zone 2 Development Fee Fund Land and Improvements Account to the Intersection Zone 2 Development Fund Fee Street System Account; f) Authorize a budget transfer in the amount of $801,000 from the General Fund Contingency Account to the Streets Development Zone 2 Fund Street System Account; and g) Authorize a budget transfer in the amount of $7,310 from the General Fund Contingency Account to the Streets Development Zone 2 Fund Arts Account.
