Tool Lending Center    The Tool Lending Center (TLC) aims to assist homeowners, renters and neighborhood groups in undertaking landscaping projects, yard clean-ups, community rebuilding and other improvement projects. The operating principles of the program are similar to the traditional library concept – a selection of tools or equipment can be borrowed by Peoria residents for a limited period of time at no charge.
