The goal of the City of Peoria Red Light Camera Enforcement Program is to make our intersections safer by changing driver behavior and reduce automobile- related injuries at these selected intersections. Additionally, this campaign seeks to re-establish respect for traffic signals and enhance the safety of drivers and pedestrians within our community.

Facts you might want to know!

Camera iconOn October 2, 2007 the Peoria City Council approved the City entering into an agreement with Redflex Traffic Systems Inc to begin a Photo Red Light Enforcement Program. Redflex has 150 vendors nationwide with over 1,000 systems operational.


Redflex will provide the latest digital camera equipment associated with the enforcement systems. They will also provide the staff and equipment necessary to install, operate and maintain the camera systems. This pilot program will be for an initial period of one-year, with the option of four (4) one-year renewals. There will initially be 6 intersections monitored by these systems. Each intersection approach will be properly signed alerting motorists of the photo enforcement zone before they enter it.

Based on traffic data the intersections being considered are:

1. 83rd Avenue & Thunderbird Road

2. 83rd Avenue & Union Hills Road

3. 91st Avenue & Bell Road

4. 75th Avenue & Thunderbird

5. 91st Avenue & Olive Avenue

Red light running is a dangerous and costly national problem. In 2003 nationwide there were more then 1.8 million crashes at intersections. Safety is sharing responsibility for the entire community

Our goal is to change driving behavior at these locations and make the intersections safer. The cameras should be functional before the end of 2007 and there will be a warning period of approximately 30 days in which warnings will be mailed out. After the 30 day period we will start issuing citations.

STATEMENT OF SMARTCAMRED RED LIGHT CAMERA TECHNOLOGY

Digital SMARTCAMred Camera Systems ONLY trigger during the red light signal phase.

The Camera Systems record:

• Four separate images for each red light violation, and

• The date, time, time into the red cycle, location, detected vehicle speed and posted speed limit for each violation.

Each Camera System consists of a Main Camera (to provide rear-shot images of the vehicle), a Plate Camera (to provide a zoomed image of its rear license plate) and a Face Camera (to capture images of the driver’s face).

The Camera System is connected to the traffic signal controller and detection sensors. During the green and amber signal phases the camera is not active. It ONLY becomes active AFTER a delay period from the start of the red signal phase.

When the sensors detect a violation, the Main Camera triggers. The Scene A Image shows the vehicle just behind the stop bar with the traffic signal already red. The Plate and Scene B Image is activated when the vehicle has proceeded through the intersection during the red phase (therefore displaying a red light violation).

The Face Camera placed across the intersection is triggered by the Main Camera during each suspected violation.

The System uses encryption to safeguard the image evidence against alteration. At the scene, the System gives each image and its data a unique signature to confirm its authentic status. Public key cryptography and additional encryption processes secure the transmission process.
