Police asking for help in locating missing adult Victim has diminished behavioral capacity. VICTIM: Tabitha Ann Whitmer, 22 years old W/F, 5’8 tall, 125 lbs, long brown hair, brown eyes. Last seen wearing: khaki pants, white shirt Tabitha Ann Whitmer left her residence on September 23, 2006 at approximately 3:30 pm after an argument with her mother. Whitmer left on foot and did not take any personal possessions or her prescription medication with her. Whitmer is a twenty-two year old adult female and has been diagnosed with a diminished behavioral capacity. She has poor impulse control and her ability to make informed decisions regarding her personal welfare is questionable. The victim’s mother Connie Blankenship and grandfather, Don Whitmer has Court Ordered legal guardianship over her. The victim has a long history of leaving her residence and has been located numerous times in the area encompassing 16th Street to 24th Street and Southern Avenue and Baseline Avenue in Phoenix. She is known to frequent the 7-11 Store at 1601 East Southern in Phoenix. If located or if there is any information on her whereabouts please contact the Peoria Police Department at 623-773-8311. |
