 LOOP 303

 (Happy Valley Road to Lake Pleasant Parkway)

Project Description
The Loop 303 is part of the Regional Transportation Plan Freeway Program (RTPFP) adopted by the Maricopa Association of Governments (MAG) in November 2003.  The RTPFP funds the construction of a six-lane freeway facility, with three lanes in each direction.  The loop 303 is planned to ultimately have five lanes; four general purpose lanes and one high occupancy vehicle (HOV) lane in each direction; when funding is available.  The construction of the six-lane controlled access freeway will be implemented in two phases.  Two lanes in each direction will be constructed in the first phase and the second phase will construct the third lane in each direction to achieve the six-lane controlled access freeway.

The Arizona Department of Transportation (ADOT) will construct Loop 303 in two projects.  The first segment (ADOT TRACS No. H715601C) to be constructed will be from the Happy Valley Parkway to the Agua Fria River.  Additionally, the first segment will build the bridge structures at Lake Pleasant Parkway and the CAP canal.  The second segment (ADOT TRACS No. H715701C) will construct from the Agua Fria River to Interstate 17.

Construction Updates

The construction began in early 2009.  Construction is set to be complete in 2012 with an interim roadway of two lanes in each direction making the important connection from Happy Valley Parkway to Interstate 17.

 

ADOT recently awarded the contract to AMES Construction Company to build the portion of SR303L from Lake Pleasant Parkway to I-17.  Construction of this segment will begin in June 2009.

Project Status
Construction is underway and the Happy Valley Detour is in place and operational until early 2010.  Lake Pleasant Parkway Bridge and new alignment construction underway and open to traffic early 2010.

Alignment

  • The new project begins approximately three-quarters of a mile south of the existing intersection of the Loop 303 and Happy Valley Parkway and proceeds to the north with a slight westerly realignment.

  • A new, single-point Urban Interchange (SPUI) will be constructed at the intersection of Loop 303 and Happy Valley Parkway.  All bridges will be constructed to accommodate the six-lane controlled access freeway.

  • The loop 303 will pass over Happy Valley Parkway on a new bridge.  The Loop 303 approaching the future Jomax Parkway interchange will separate onto the interchange ramps.

  • The future interchange bridge over the future Jomax Parkway will be constructed in the next phase of the RTPFP.

  • The Loop 303 will pass over Lone Mountain Parkway on a new bridge and will proceed northeasterly where the roadway will pass beneath a future bridge at Westland Drive.

  • The Loop 303 roadway turns easterly and passes over the Agua Fria River where the roadway will pass beneath a future bridge at 96th Avenue.

  • The Loop 303 proceeds to a new diamond interchange at Lake Pleasant Parkway, where it will pass beneath a new bridge.

Peoria Enhancements

The enhancements requested by the City included four elements:

 

1) New water/sewer/reclaimed waterlines under Loop 303 for future City use

2) Single Point Urban Interchanges at Happy Valley Parkway and Lone Mountain Parkway

3) Trail crossings at six locations

4) Enhanced aesthetic upgrades
