Happy Valley Road, Lake Pleasant Parkway to Terramar Boulevard

Project Description
This project will provide a vital east-west link for northern Peoria by constructing the missing segment of Happy Valley Road over New River between 91st Avenue and Terramar Boulevard. This new link to Peoria's street network will provide additional options for traffic now using Lake Pleasant Parkway, 83rd Avenue, 67th Avenue, and Deer Valley Road. The improvements will include three lanes in each direction plus bike lanes, street lighting, landscaping, drainage, and a 16-inch waterline.

Construction Updates
Construction began on January 15, 2008, and is underway. 

The contractor has completed the box culvert at Rock Springs Wash, and the box culvert just west of Terramar Boulevard.  The contractor is continuing with the construction of the bridge over New River Wash as well as the storm drainage system between 83rd Avenue and Terramar Boulevard.  Note that the first bridge deck pour (westbound) has been scheduled for the night of August 26, 2008, with the second bridge deck pour (eastbound) to follow a week to ten days later.  The time frame for these night operations will be 9:00 p.m. until 3:00 a.m., and is necessary due to the need to place the concrete during the cooler night time hours.

On June 2, 2008 work began on the median island between Terramar Boulevard and 67th Avenue. This work has been substantially completed, with the roadway opened to traffic to coordinate with the opening of the schools on August 11, 2008.  Incidental work will continue in this area for the next few months, but will be minor in nature, with road restrictions very limited.  Access for the residents, church and schools are the number one priority.

On June 16, 2008 work began on the roadway improvements to 83rd Avenue, both north and south of the Happy Valley Road alignment.  This work will continue into the Winter of 2008.  To facilitate these improvements traffic control devices have been installed including barricades, temporary concrete barrier, and signage.  Short delays are to be expected.  However, there are no plans to close 83rd Avenue during this project.

Note that a separate project, being funded by private developers, continues to improve Happy Valley Road on the east leg of the Happy Valley/Lake Pleasant intersection.  Short delays are to be expected at this intersection over the next several months, with completion anticipated for August 18, 2008.  The City of Peoria will be improving all four legs of this intersection beginning on August 19, 2008 with additional signal equipment, signing and striping to accommodate dual left turning movements.  It is anticipated that these intersection improvements will be completed by August 20, 2008.

General Construction Schedule

January 2008:

  • Start construction of Happy Valley Road between 91st Avenue and Terramar Boulevard

Summer 2008

  • Start construction of Happy Valley Road between Terramar Boulevard and 67th Avenue and

  • Start construction of 83rd Avenue widening

Winter 2008

  • Happy Valley Road open to traffic between 83rd Avenue and 67th Avenue

Fall 2009

  • Happy Valley Road open to traffic between Lake Pleasant Parkway and 83rd Avenue

Project Status
The final design plans were completed July 2006. Funding for construction is available in fiscal years 2008 and 2009.

With funding available in two fiscal years, the project will be constructed in two phases.

Phase I of the project will build the roadway from Terramar Boulevard to 83rd Avenue. This phase will include the construction of a new bridge at New River Wash. Construction began in January 2008, and is to be completed in the Winter of 2008. Phase I will also include the grading of the roadway between 83rd Avenue and 91st Avenue.

Phase II of the project will include the paving of Happy Valley Road from 83rd Avenue to 91st Avenue and the reconstruction of Happy Valley Road from 91st Avenue to Lake Pleasant Parkway. Construction is anticipated to begin in the Fall of 2008 with its anticipated completion in the Fall of 2009

Several other City of Peoria capital projects will be constructed with the roadway project, including the following: Happy Valley Road Median Improvements from 75th Avenue to 67th Avenue (EN00254), Happy Valley Road Trail Underpass (CS00127), 16-inch Happy Valley Road Waterline from Terramar Boulevard to 83rd Avenue (UT00199), and 16-inch Happy Valley Road Waterline from 83rd Avenue to Lake Pleasant Parkway (UT00240).
