Happy Valley Road, Lake Pleasant Parkway to Terramar Boulevard

Project Description
Construction of Happy Valley Road between Terramar Boulevard and Lake Pleasant Parkway (and associated improvements) will be completed soon. To celebrate, the City of Peoria will host a grand opening celebration on November 21st from noon to 2:00 p.m.  Save this date, and be sure to attend as there will be a local business exposition, activities for the entire family, as well as an opportunity to walk, bike, skate and enjoy the new road prior to its opening to traffic.  This event will be well publicized so keep an eye out for more detailed information.

Construction Updates
Construction began on January 15, 2008, and is underway. 

The City of Peoria held a Grand Opening Celebration for the completion of Phase I of this project on December 20, 2008.  The event celebrated the opening of Happy Valley Road from 67th Avenue to 83rd Avenue.

Currently, the contractor is nearing completion of Phase II-A of the project, and has begun work on Phase II-B.  Phase II-A involves the construction of Happy Valley Road from 83rd Avenue to a point just east of Lake Pleasant Parkway.  This phase includes earthwork, asphalt paving (rubberized), storm drainage, waterline, sewer line, screen walls, curb/gutter, sidewalks, bike lanes, signals, landscaping, etc.  Short delays are to be expected.  Phase II-B is very similar as it involves the construction of the north side of Happy Valley Road from 91st Avenue to a point just east of Lake Pleasant Parkway, as well as the frontage road between 95th and 91st Avenue.  In addition, improvements to 95th Avenue and El Cortez have also been constructed during this phase.  This phase is anticipated to be completed in the Winter of 2009, which corresponds with the overall project completion, and the full opening of Happy Valley Road between Lake Pleasant Parkway and 83rd Avenue.  To facilitate these improvements traffic control devices have been installed including barricades, temporary concrete barrier, and signage.  Note that on the nights of October 19, 20, and 21 of 2009 that work involving the re-paving of the Happy Valley Road/Lake Pleasant Parkway intersection is scheduled to take place.  Between the hours of 9:00 p.m. and 6:00 a.m. on these nights only right hand turns will be allowed at this intersection to allow for the improvements to be constructed.  From 6:00 a.m. to 9:00 p.m. daily the intersection will be fully re-opened to traffic.  Be assured that business, residential, and emergency response access will be maintained at all times.

§         Start construction of Happy Valley Road between Terramar Boulevard and 67th Avenue and

§         Start construction of 83rd Avenue widening

Winter 2008

§         Happy Valley Road open to traffic between 83rd Avenue and 67th Avenue

§         Start construction of Happy Valley Road between Lake Pleasant Parkway and 83rd Avenue

Winter 2009

§         Happy Valley Road open to traffic between Lake Pleasant Parkway and 83rd Avenue

Project Status
The final design plans were completed in July 2006. Funding for construction is available in fiscal years 2008 and 2009.

With funding available in two fiscal years, the project will be constructed in two phases.

Phase I of the project constructed the roadway from Terramar Boulevard to 83rd Avenue. This phase included the construction of a new bridge at New River Wash. Construction began in January 2008, and was opened to traffic on December 20, 2008. Phase I also included the grading of the roadway between 83rd Avenue and 91st Avenue.

Phase II of the project will include the paving of Happy Valley Road from 83rd Avenue to 91st Avenue and the reconstruction of Happy Valley Road from 91st Avenue to Lake Pleasant Parkway. Construction began in December 2008 with its anticipated completion in the Winter of 2009

Several other City of Peoria capital projects have, or will be, constructed with the roadway project, including the following: Happy Valley Road Median Improvements from 75th Avenue to 67th Avenue (EN00254), Happy Valley Road Trail Underpass (CS00127), 16-inch Happy Valley Road Waterline from Terramar Boulevard to 83rd Avenue (UT00199), and 16-inch Happy Valley Road Waterline from 83rd Avenue to Lake Pleasant
