Cotton Crossing - Phase 1 Improvements
Project
Description
This project is a joint effort
project between the City of Peoria and Wal-Mart for
construction of the first segment of the new realigned 83rd
Avenue known as Cotton Crossing. The roadway will
be 6 lanes with a median. A new signalized intersection
will be constructed for Cotton Crossing at Peoria Avenue and
80th Lane. A development agreement is in place between the
City of Peoria and Wal-Mart Stores, inc. to cost share in the
construction of these improvements.
Additional improvements to Peoria Avenue, 79th Avenue, Market
Street, 81st Avenue and retail site improvements are also being
constructed by the Developer and Wal-Mart.
Cotton
Crossing will eventually be extended further south across Grand
Avenue and the railroad tracks, eventually connecting with
a re-aligned 83rd Avenue at the Mountain View Road intersection. The
future Cotton Crossing extension is scheduled for construction
from late 2007 to summer 2009 under two separate projects.

Project
Status
The developer's
consultant completed the necessary design work
in October, 2006. The project was advertised for low price
bid for construction in accordance with the City of Peoria
procurement guidelines from December 19, 2006 to January 23,
2007. Bid opening was held on January 23, 2007 and Blucor
Contracting was awarded the contract by Wal-Mart, with the
consent of the city. Cotton Crossing, Phase 1 improvements
are scheduled to be completed in Fall / Winter 2007 concurrent
with the opening of the Wal-Mart Supercenter.
