CITY OF PEORIA, ARIZONA COUNCIL CHAMBER FEBRUARY 5, 2007 A Regular Meeting of the Council Not-for-Profit Sub-Committee for the City of Peoria, Arizona, was convened by Chairman Barrett in open and public session at 8401 West Monroe, Peoria, Arizona, February 5, 2007 at 8:30 a.m. Members Present: Chair Bob Barrett; Members Vicki Hunt, Ron Aames and Ken Compton Members Absent: None Others Present: Bill Patena (Neighborhood Services Manager) and Carin Imig (Management Analyst) Audience: None Comments from the floor on non-agenda items: There were no comments from the floor on non-agenda items. Minutes: Approved the minutes of the Regular Meeting held on January 27, 2006 and January 30, 2006. REGULAR AGENDA NEW BUSINESS: Proposal Hearings – see attached presentation schedule. Discussion ensued regarding changing housing rehabilitation program spending limits and adding the ability to provide rent and mortgage assistance through the City run utility assistance program. The emergency rehabilitation programs can not be run with low spending limits due to the escalating costs of materials. The present status of the City owned house at 7343 W. Cinnabar was discussed along with suggestions from Staff on its disposal. It has been determined by the Legal Department that the house can be disposed of at fair market value with a requirement that the house be sold to an individual that meets all the eligibility requirements of a “low/moderate income” person or household as defined by the U.S. Department of Housing and Urban Development (HUD.) The intent being that the house will convey to a person or family in need of affordable housing. Committee Action: Permission was granted to the Neighborhood Services Staff to raise the spending limits on both the City run PAR rehabilitation program and the CSA emergency home rehabilitation programs. The PAR program will now have a spending limit of $10,000 and the CSA program limit will be $15,000. Spending above those limits will require the approval of Bill Patena, Neighborhood Services Manager or Carin Imig, Management Analyst. Staff was also granted permission to move ahead with plans to dispose of the City owned house located at 7343 W. to a “low/moderate income” person or family in need of affordable housing. Reports from Staff: The Sub-committee was updated on funds that were recaptured from subrecipients in the prior year due to various circumstances. The efforts made by Staff to advertise for a longer period of time in the AZ Business Gazette, as well as publishing in the Peoria Times, were discussed. As a result, there were four (4) new applicants to the not-for-profit process this year. Reports from Committee: None.
