COUNCIL SUB-COMMITTEE BOARDS & COMMISSIONS APPOINTMENTS CITY OF PEORIA, ARIZONA Ironwood Conference Room December 7, 2007 A meeting of the Council Sub-Committee on Boards and Commissions Appointments for the City of Peoria, Arizona was convened by Chairman Carlat in open and public session at 8401 West Monroe, Peoria, Arizona, on December 7, 2007 at 9:04 a.m. Members Present: Chairman Cathy Carlat, Vice Mayor Vicki Hunt, and Councilmember Joan Evans Members Absent: None Staff Present: Mary Jo Kief, City Clerk; JP de la Montaigne, Director, Community Services; and Natalie Gilstrap, Executive Assistant. NOTE: The order in which items appear in the minutes is not necessarily the order in which they were discussed in the meeting. CONSENT AGENDA: All items listed with a “C” are considered to be routine or have been previously reviewed by the Council Subcommittee, and may be enacted by one motion. There is no separate discussion of these items unless a Council Subcommittee member so requests; in which event the item will be removed from the General Order of Business, and considered in its normal sequence on the Agenda. Motion was made by Councilmember Evans, seconded by Vice Mayor Hunt, to approve the consent agenda. Upon vote, the motion passed unanimously. CONSENT – New Business: 1C MINUTES: October 26, 2007 Meeting REGULAR AGENDA NEW BUSINESS 2R Boards and Commissions Interviews The Sub-Committee interviewed Mr. William Collett for consideration of appointment to the Parks and Recreation Board; and Mr. Edward Ryan and Mr. Anthony Tosca for consideration of appointment to the Volunteer Firefighter Pension Board. A brief recess was taken at 10:20 a.m. The Council Subcommittee reconvened at 10:25 a.m. and discussed the qualifications and credentials of each of the interviewed candidates. 3R Boards and Commissions Vacancies Citizens Commission on Salaries for Elected City Officials Staff was directed to schedule interviews at the January 18, 2008 Council Subcommittee meeting for possible recommendation for replacement of James Saunders on the Citizens Commission on Salaries for Elected City Officials. Historic Preservation Commission Staff reported that there are currently no applications on file for the Historic Preservation Commission. If applications for the Historic Preservation Commission are received prior to the January 18, 2008 Council Subcommittee meeting staff was directed to schedule interviews for that date for possible recommendation for replacement of William Schindler on the Historic Preservation Commission. Parks and Recreation Board Staff reported that Chris Morice, a regular member of the Parks and Recreation Board, submitted a letter of resignation on September 12, 2007. Discussion occurred regarding the qualifications and credentials of the candidate interviewed. Motion was made by Councilmember Evans, seconded by Vice Mayor Hunt, to recommend the appointment of Mr. William Collett as a regular member to the Parks and Recreation Board filling the vacancy created by the resignation of Chris Morice. Upon vote, the motion carried unanimously. Personnel Board Recommendations for interviews for the replacement of Cheryl Compton and William Schindler, regular members on the Personnel Board, were not made. This item was carried over to the January 18, 2008 Council Subcommittee meeting. Sister Cities Board Recommendations for interviews for the replacement of Robert Ware, a regular member on the Sister Cities Board, were not made. This item was carried over to the January 18, 2008 Council Subcommittee meeting. Volunteer Firefighter Pension Board Staff reported that William Schindler, a regular member of the Volunteer Firefighter Pension Board, submitted a letter of resignation on August 6, 2007. Discussion occurred regarding the qualifications and credentials of the two candidates interviewed. Motion was made by Vice Mayor Hunt, seconded by Councilmember Evans, to recommend the appointment of Mr. Anthony Tosca as a regular member to the Volunteer Firefighter Pension Board filling the vacancy created by the resignation of William Schindler. Upon vote, the motion carried unanimously. Youth Advisory Board Staff reported that Dale Buchert, an alternate member of the Youth Advisory Board, has moved out of the City of Peoria making him ineligible to serve on the Board. Additionally, Mr. Buchert has not attended a Youth Advisory Board meeting since his appointment in June 2007. Motion was made by Vice Mayor Hunt, seconded by Councilmember Evans, to remove Dale Buchert from the Youth Advisory Board. Upon vote, the motion carried unanimously. Discussion occurred regarding the qualifications and schools of prospective Youth Advisory Board candidates. Motion was made by Vice Mayor Hunt, seconded by Councilmember Evans, to appoint Marcy Lorenz to replace Dale Buchert as an alternate member of the Youth Advisory Board. Upon vote, the motion carried unanimously. 4R 2008 Recognition Event The Council Subcommittee and staff discussed issues related to the 2008 Boards and Commissions Recognition Event including date, location and event activities. It was concluded that the event would be scheduled on May 9, 2008 at the Rio Vista Recreation Center. The Clerk’s Office will move forward with the planning and entertainment aspects of the event.
