COUNCIL SUB-COMMITTEE BOARDS & COMMISSIONS APPOINTMENTS CITY OF PEORIA, ARIZONA Ironwood Conference Room January 19, 2007 A Regular Meeting of the Council Sub-Committee on Boards and Commissions Appointments for the City of Peoria, Arizona was convened by Chairman Carlat in open and public session at 8401 West Monroe, Peoria, Arizona, January 19, 2007 at 9:04 a.m. Members Present: Chairman Cathy Carlat and Councilmember Joan Evans Members Absent: Vice Mayor Vicki Hunt Staff Present: Mary Jo Kief, City Clerk; Glen Van Nimwegen, Community Development Director; Howard Munding, Fire Marshall; and Natalie Gilstrap, Executive Assistant; NOTE: The order in which items appear in the minutes is not necessarily the order in which they were discussed in the meeting. NEW BUSINESS MINUTES: Motion was made by Councilmember Evans, seconded by Chairman Carlat, to approve the minutes of December 22, 2006. Upon vote, the motion passed unanimously. Boards and Commission Vacancies Building Board of Appeals Mary Jo Kief, City Clerk, provided an overview of the vacant positions on the Building Board of Appeals. No qualified applications have been received for the two vacancies. Glen Van Nimwegen, Community Development Director, and Howard Munding, Fire Marshall, were present to provide insight into the specific qualifications for the two vacant member positions on the Building Board of Appeals. Mr. Munding explained that the City of Peoria’s fire code requires that a Fire Code Board of Appeals be in place. The City decided that a separate Board was not needed and that the Building Board of Appeals could be expanded to meet the needs of both Boards. The Building Board of Appeals was expanded from five to seven members as the existing Board did not have the expertise needed to hear fire code issue appeals. The two new positions require candidates be a Fire Protection Engineer and an Industrial Safety Professional with a background in hazardous materials. Mr. Munding stated that the Building Board of Appeals responsibility is to review cases that have been appealed to ensure that the City has interpreted and applied codes correctly. He further explained the difference between the Uniform Fire Code and the International Fire Code. The City of Peoria adopted and operates under the International Fire Code, as do many Arizona Cities. Under the International Fire Code voting members are government agency representatives, while the Uniform Fire Code voting members can be anyone who is a member of the National Fire Protection Association. Mr. Munding indicated that it is important that these two positions bring performance based design knowledge of their respective fields to the Building Board of Appeals. Discussion ensued about where to focus recruitment efforts. The Subcommittee asked the City Clerk’s Office to contact various public utilities, as well as other businesses with trade specialties specific to the position requirements. Mary Jo Kief, City Clerk, also indicated that another press release could be distributed. Mr. Munding indicated that he knows a Fire Protection Engineer who may be willing to serve in that capacity on the Building Board of Appeals. Boards and Commissions Recognition Event Mary Jo Kief, City Clerk, reported that the City Clerk’s Office has changed the reservation for the Arizona Broadway Theater from the evening of April 16, 2007 to May 7, 2007. Ms. Kief indicated that the Boards and Commissions Recognition Event was rescheduled due to scheduling conflicts related to the budget sessions that are being held in April. The Subcommittee indicated that the date of May 7, 2007 was acceptable.
