Meeting Minutes

Call to order
Cathy Carlat called to order the regular meeting of the City of Peoria Ad Hoc 
Committee on Recycling at 7:06 a.m. on November 29, 2006 in the Acacia 
conference room of Peoria City Hall.

The following persons were present: 
?	Cathy Carlat, Chairperson & Councilmember – Mesquite District
?	Joan Evans, Councilmember – Willow District
?	Carl Swenson, Deputy City Manager 
?	Dr. Marty Rozelle, Consultant
?	Meredith Flinn, Consultant
?	Larry Fudurich, Acting Director of Public Works
?	Jesse Duarte, Solid Waste Manager
?	Petra Zaleski, Council Assistant
Review items

?	Marty Rozelle reviewed comments from members of the Advisory Committee 
regarding how each presenter conducted themselves when giving their portion of the 
presentation at the Study Session on November 14th.  The comments covered the 
length of the presentation and to staying on script.

?	Main points of discussion regarding editing the presentation were:
o	Eliminate slides to reduce the length of the presentation
o	Reiterate the recycling coordinator’s position
o	Need to answer the question – Why do recycling now?  And the reasoning 
behind not taking it to vote.
o	Reorganize the order of the presentation:  1) Historical portion, 2) Present 
portion and 3) Future portion.
?	Meredith Flinn will introduce the topic and give the background and 
history on the subject
?	The Advisory Committee will present their slides on their findings and 
recommendation to the Mayor and City Council as the present segment
?	Jesse Duarte will give some financial scenarios and provide a few 
implementation strategies for a City curbside program to cover the 
future segment.


		



Council Communication

?	Carl Swenson said a draft copy has been developed by the Public Works Department 
for the December 12th Council Session.  Revisions still need to be made and if more 
time is required than the deadline of noon on Friday, December 1, he will work with 
the City Clerk.
Other

?	Jesse presented different recognition plaque options for the Advisory Committee 
Members.  The Mayor and Council will award a plaque to the Recycling Citizen 
Advisory Committee members for their contribution to this important policy issue.  
Decision was made to go with the clear tabletop versions.

Summary
?	It was decided that Marty will edit the slides and get the with presenters (Meredith 
Flinn, Julia Babler, Sharon Fletcher, Fred Brill and Jesse Duarte) to review the final 
preparations for the presentation on December 12th.  Carl will talk to Terry Ellis about 
asking Margaret Kenski to be present at the Council Session on December 12th in 
case the Mayor or Council renders questions concerning the survey conducted for 
the City of Peoria in the spring of 2006 pertaining to recycling issues.  
Councilmember Carlat will attempt to set up a meeting with newly elect 
Councilmember Dave Pearson to brief him on this topic and bring him up to speed.  
Staff will work on completing the Council Communication.
