Approval of Minutes form October 16, 2006 Cathy Carlat called meeting of the Recycling Citizen’s Advisory Committee to order at 6:15 p.m. at Oakwood Elementary School, 12900 N. 71st Avenue. She asked the Committee to review the draft minutes from the October 16, 2006 meeting. Karen Garbe motioned to approve the minutes and Kim Price Olsen seconded the motion. The meeting minutes will be posted on the city’s website. Cathy thanked all members for attending the meetings and reminded them again about the two main goals of the committee: 1) to recommend whether or not to implement curbside recycling and 2) suggest ways to address residents’ concern. 2. Financial Scenarios At the request of the Committee Jesse Duarte presented four scenarios using different diversion rates. Scenario Diversion Rate Annual Cost to City 1 15% $ 41,828 – increase < 10 cents/month 2 20% ($125,591) – savings of 20 cents/month 3 25% ($293,010) – savings of 50cents/month 4 5% $282,504 – increase of 50 cents/month Scenario 4 was in response to a concern that the market for recyclables might decline. The full presentation can be viewed on the City website. Written responses to several questions asked by a neighbor of one of the Committee members were reviewed. Call to the Public Cathy asked the Committee to make an exception to the agenda and recognize the members of the public who might like to make comments, rather than waiting until the end of the meeting. Mr. Herb Burns, a resident retired after 33 years as an engineer at Luke Air Force Base, spoke against recycling. He thinks everyone wants recycling because “It’s fashionable”. He stated after listening to the group make comments, he did not hear anyone mention “Why to recycle?” He would rather have the money spent on projects that could benefit the entire city, such as relieving traffic congestion, which would help the environment more than recycling. He would like more frequent pick-ups of “green waste”. He is also concerned about the weekly trash pick up, and the resulting odors during the summer. Sharon Manson complimented the group for their efforts and stated she is greatly in favor of recycling. 4. Discussion on Committee Recommendations The Committee unanimously agreed to recommend to the City Council that curbside recycling be implemented. They discussed the specific suggestions to address citizen concerns and the format of the report. Sharon Fletcher provided a good starting point with a draft PowerPoint presentation. The group agreed that the presentation should be short and concise and accompanied by a report. Marty will use the input from the Committee to draft a presentation and circulate it to the full Committee for comments prior to the next meeting. Marty suggested that a team of three members represent the Committee at the November 14th Council study session. She asked Fred Brill (Westbrook Village), Sharon Fletcher (Trilogy) and Julia Babler (Youth Advisory Board and Pine District) to form the team. All Committee members are encouraged to attend the Council study session. 6. Next meeting The next meeting will be Wednesday, November 8th at 6:00 pm at Peoria City Hall, 8401 W. Monroe Street, in the Pine Room. The team will practice their presentation and the Committee will refine its recommendations. 7.
