CITY OF PEORIA, ARIZONA HISTORIC PRESERVATION COMMISSION MEETING FEBRUARY 21, 2007 6:00 PM A Regular Meeting of the Historic Preservation Commission of the City of Peoria, Arizona, was convened at 8401 W. Monroe Street in open session at 6:08 p.m. in the Peoria City Council Chamber. MEMBERS PRESENT: Priscilla Cook, Mark Hackbarth, William Schindler, Harold McKisson and Gary Nelson. MEMBERS ABSENT: Jodey Elsner, Ken Feldman Others Present: Chad Daines, Planning Manager, Glen Van Nimwegen, Community Development Director, Karen Flores, Planner, Hal J. Bander, Alex Betke COMMENTS ON NON-AGENDA ITEMS: None REGULAR AGENDA NEW BUSINESS: 1. Approval of Minutes, October 11, 2006 Corrections to the Minutes a. Strike next to last paragraph “Chairman Cook advised she is the president of the historical society and they gave us the amount to move the Women’s Club and they will not move the jail.” b. Correct the spelling of Pircilla to Priscilla on signature line. Motion by Commissioner Schindler, second by Commissioner Hackbarth to approve the Minutes, with the corrections, and absences for Commissioners Gary Nelson and William Schindler, for October 11, 2006. Motion carried 2. Research Design for Proposed Archaeological Demonstration Dig at the Peoria Women’ Club Commissioner Hackbarth presented an overview of the Research Design. Commissioner Hackbarth explained that the Dig was designed to be demonstrative, and not definitive, in nature. Chairwoman Cook asked what would expect to be found during the dig. Commissioner Hackbarth said, “Small things forgotten” – that the trash and discards by time periods would provide an indication to the types of activities that took place at the Club House. Glen VanNimwegen noted that the Research Design overview was very interesting and the project would be an opportunity to get a good picture of the history of the Women’s Club before the building is moved to its new location. Motion by Commissioner Nelson, second by Commissioner Schindler to approve the Research Design. Motion carried. REPORT FROM THE HISTORIC PRESERVATION COMMISSION Chairwoman Cook read excerpts from the Women’s Club minutes from decades prior to emphasize the history and significance of the Women’s Club and the Club House building. REPORT FROM STAFF Chad Daines reported upon the delay in the formation of the Madison Street Historic District, caused in part by the passage of State of Arizona Proposition 207 in the November 2006 elections. Proposition 207 requires governments to be liable for diminished property values resulting from land use actions taken by the governments. For this reason the Historic District has been delayed while the city staff studies alternatives to the City’s present procedures. Mr. Daines said he will keep the commission informed as matters progress. Karen Flores provided an overview of preparations for the Archaeological Dig. 1. Fencing will be set up on Wednesday. 2. Tents/canopies/table/chairs and porto-potties will be set up on Thursday. 3. Mayor to issue Proclamation for Peoria Archaeology Week at next Council Meeting. 4. Introduction of Hal Bander as Peoria Arizona Historical Society’s Project Manager. ADJOURNMENT Motion by Commissioner Nelson, second by Commissioner Schindler to adjourn.
